Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1987. The Consumption Theory of Land Rent or CTLR is a comprehensive model of the urban landscape developed by Grant Ian Thrall. Working from the basic idea that the same underlying processes account for the spatial structure of all places, Thrall shows how CTLR can be used as a tool to explain and predict the long-term consequences of policy decisions by governments, such as introducing light rail rapid transit, or parameter changes in the economy, such as a general rise in real income. Thrall’s methodology for the analysis of land rent and land use in a significant research accomplishment and a major analytical tool for students and professionals within city planning, regional science, urban geography, and urban economics.

Book excerpt: The land value tax is the focus of this Policy Focus Report, Assessing the Theory and Practice of Land Value Taxation. A concept dating back to Henry George, the land value tax is a variant of the property tax that imposes a higher tax rate on land than on improvements, or taxes only the land value. Many other types of changes in property tax policy, such as assessment freezes or limitations, have undesirable side effects, including unequal treatment of similarly situated taxpayers and distortion of economic incentives. The land value tax can enhance both the fairness and the efficiency of property tax collection, with few undesirable effects; land is effectively in fixed supply, so an increase in the tax rate on land value will raise revenue without distorting the incentives for owners to invest in and use their land. A land value tax has also been seen as a way to combat urban sprawl by encouraging density and infill development. Authors Richard F. Dye and Richard W. England examine the experience of those who have implemented the land value tax -- more than 30 countries around the world, and in the United States, several municipalities dating back to 1913, when the Pennsylvania legislature permitted Pittsburgh and Scranton to tax land values at a higher rate than building values. A 1951 statute gave smaller Pennsylvania cities the same option to enact a two-rate property tax, a variation of the land value tax. About 15 communities currently use this type of tax program, while others tried and rescinded it. Hawaii also has experience with two-rate taxation, and Virginia and Connecticut have authorized municipalities to choose a two-rate property tax. The land value tax has been subjected to studies comparing jurisdictions with and without it, and to legal challenges. A land value tax also raises administrative issues, particularly in the area of property tax assessments. Land value taxation is an attractive alternative to the traditional property tax, especially to much more problematic types of property tax measures such as assessment limitations, the authors conclude. A land value tax is best implemented if local officials use best assessing practices to keep land and improvement values up to date; phase in dual tax rates over several years; and include a tax credit feature in those communities where land-rich but income-poor citizens might suffer from land value taxation.

Available in PDF, EPUB and Kindle. Book excerpt: Urban sprawl is one of the key planning issues facing many US cities, leading to the creation and adoption of a variety of approaches to control growth. However, many growth management ideas do not align well with the growth-promoting planning traditions of the US, which historically have been dominated by the concerns of the market, the landowner and the developer. Illustrated by a study of the San Francisco Bay Area, this book puts forward an innovative theoretical approach to growth management, analyzing it as a tool for controlling land use expansion in the US. This region makes a particularly useful study as it has encountered long term growth pressures, complex land use demands and the application of a wide variety of growth management approaches over the past few decades. Using empirical, qualitative analysis, the book examines which growth management activities have actually been put into practice and which have proved successful and questions how such a planning approach functions in today‘s complex and multi-faceted planning paradigms. It concludes by stressing the different notions of interdependence in growth management: regional interdependence, interdependence between stakeholders and interdependence in planning theory.

Book excerpt: This volume contains a selection of papers presented at the second workshop on Evaluation and Planning held at Centre International de Hautes Etudes Agronomiques Mediterraneennes (CIHEAM) in Valenzano (Bari) in November 1993. The workshop was financially and otherwise supported by the School of Engineering, Bari Polytechnic; the School of Agriculture, University of Bari; and CIHEAM. The publication of this book was made possible by to the efforts of the contributing authors. Several other persons have provided invaluable support for the workshop or the preparation of this volume. One of these is Patsy Healey for her fascinating challenge to Andreas Faludi's most recent arguments about rational planning theory. Another is John Friedmann whose lecture at the workshop presented world future scenarios depicting interaction between economic growth, social justice and ecological balance. Angela Barbanente provided marvelous support in organizing the workshop and editorial advice in the preparation of this volume. Jeremy Franks carefully improved the English and the clarity of all the papers. Carmelo Torre made a final editing of texts and images. We owe thanks to Maurizio Raeli for providing all the support services during the workshop and Claudia Baublys for her excellent help with various administrative issues with regard to the workshop and publication of this book. This book is dedicated to the memory of Professor Giovanni Grittani, Professor of Land Economics, University of Bari.
