They survey the most up to date work in this field and present their own dynamic and spatial econometric analysis based on municipality level panel data spanning the entire Brazilian Amazon from 1970 to 1996. By observing the dynamics of land use change over such a long period the team is able to provide quantitative estimates of the long-run economic costs and benefits of both land clearing and government policies such as road building. The authors find that some government policies, such as road paving in already highly settled areas, are beneficial both for economic development and for the preservation of forest, while other policies, such as the construction of unpaved roads through virgin areas, stimulate wasteful land uses to the detriment of both economic growth and forest cover.

Over the last three decades, the country has made impressive gains on socioeconomic, environmental and rural development policy fronts. Nonetheless, an overall analysis of Brazils policy framework pertaining to land use shows contradictions and constraints that need to be addressed in the long run. One such contradiction is given by disparities in rural credit and finance policies, with greater amounts favoring large-scale farming as opposed to family farming, despite the key role of smallholders in food production and job creation, and still low resources allocated to programs promoting low-carbon agricultural practices. Another contradiction is the dichotomy between climate change policies and mainstream agricultural and rural development policies. Brazils overriding challenge is harmonizing and effectively coordinating these different policy agendas at their various levels of implementation so as to effectively manage trade-offs. The question is what measures can be put in place to enable continued growth of agricultural production while also reducing its negative social and environmental costs? The answer lies partly in increasing support for implementing and up-scaling initiatives to promote low emissions agriculture and providing other economic incentives for adopting more sustainable use and conservation-oriented agricultural and land-use practices. Ultimately, reconciling agricultural production with conservation and rural livelihoods requires greater coordination and harmonization among sectoral policies at various levels of government. Achieving this goal requires the adoption of a combination of a value chain-based and territorial approach to land-use planning with more integrated farming systems in order to enable making improved decisions according to multiple trade-offs and impacts.

Book excerpt: Land users make decisions in an increasingly dynamic environment. Changes in expectations are driven by market and non-market factors, but research on market related drivers of land use change so far dominates in the literature. This paper examines how political discourses affect deforestation rates in the Brazilian Amazon region. Relying on novel data from Twitter, we present the first causal evidence of political discourse on deforestation. Our analysis relies on municipal level monthly panel data for 2019 with alternative remotely sensed measures of forest loss and vegetation fires as outcome variables. The effect of political discourse on these outcomes is identified using a shift-share regression approach. High exposure to laissez-faire political discourses increases forest loss by 2.3-3%, and fires by 2.2%. Our findings are robust across land tenure regimes, varying levels of policy enforcement, and alternative shift-share measures. Moreover, excluding dry season periods from the analysis does not change the main result. Land use in the Brazilian Amazon is highly sensitive to whether, how, and when authorities communicate their will to enforce environmental policy regulations. 'Walking the talk' remains imperative to protect the world's tropical forests, but this study suggests that policy makers must carefully choose their words while walking.

To do so it is necessary to go back in time, both in the national and international sphere, through the second half of the last century to analyse its trajectory. It will be equally important analyse the current issues regarding the Amazon – sustainable development and climate change – and how they still reproduce some of the problems that marked the history of the forest, such as the absence of Amazonian dark earths as a relevant theme to the Amazon. In a world in which the environment gains each time more space in the national and international political agenda, the Amazon stands out. Known around the world for its richness, the South-American forest is the target of different visions, often contradictory ones, and it plays with everyone’s imagination. This is where the terra preta de índio – Amazonian Dark Earths - are found, a fertile soil horizon with high concentrations of carbon with anthropic origins, which has generated great interest from the scientific community. Studies on these soils and their so singular characteristics have triggered crucial discussions on the past, present and the future of the entire Amazon region. Despite its singular characteristics, the importance of Amazonian Dark Earths – and a history of a more productive and populated Amazon – was hidden since its discovery around 1880 until 1980, when it is possible to identify the beginning of an increase in the number of research on these soil horizons. These hundred years between the first records and the beginning of the increase in the interest around these soils witnessed structural changes both in the national arena, with the military dictatorship and a change in the place of the Amazon within internal affairs, and in the international arena with changes that reshaped the role of the environment in the political and scientific agendas and the role of Brazil in the global context.
