Section 701 of the Federal Housing Act of 1954, as revised, now provides the necessary financial assist ance. The State of North Carolina, through the Division of Com munity Planning, assures the necessary technical assistance by assigning qualified Community Planners. The Town of Biscoe has become increasingly aware of the effects of this process of urbanization. The town is now faced with a four hundred and fifty thousand dollar upgrading of its sewerage system just to meet the needs of the present population. The existing system, which is badly overloaded, is polluting streams from which adjacent communities are obtaining their water supply.
