Book excerpt: Collaborative international research on tenure dates back at least to the early 1960s when the Land Tenure Centre was established at the University of Wisconsin-Madison and conducted some studies in collaboration with CGIAR social scientists. CGIAR interest in tenure increased in the early 1990s when natural resource management was strengthened as a component of the CGIAR agenda and the Centers on forests, agroforestry, and water (CIFOR, ICRAF, and IWMI) entered the system. CAPRi began to operate as a systemwide research program on tenure and collective action in the mid-1990s, and became PIM Flagship 5 on governance of natural resources in 2011. From 2021, a renewed research agenda on tenure is essential for advancing the One CGIAR mission of “science and innovation that advance transformation of food, land and water systems in a climate crisis.”

Available in PDF, EPUB and Kindle. Book excerpt: Annotation. In Pursuit of Land Tenure Security is a unique book that takes the reader on an international tour of perceptions of land tenure security. It contains an anthology of essays based on contacts with people during assignments in various parts of the world over a period of several years. The essays describe the human pursuit for a higher level of land tenure security. Because land tenure security is a perception, the use of stories of human experience introduces the reader to an array of issues associated with land tenure, among them controversial approaches to providing land tenure security. In this way the pursuit of land tenure security becomes a captivating story for anyone interested in land related policies, land related studies, and all those who have discovered the importance of protection of the rights to real property by people, all over the world.

This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper analyses the role of land tenure security on household labour supply. In Vietnam, all land belongs to the State and authorities grant usufruct rights to individuals. The Land Law of 1993 set the duration of annual land at 20 years, and 50 years for perennial land. In 2013, when the usage rights of annual plots were set to expire, the government passed the 2013 Land Law where usage rights for all land was set at 50 years. Using this unanticipated policy change, we compare the outcomes of households whose usage rights were about to expire in 2013 (i.e. farms with annual plots) with households whose usage rights still had years before their expiration (i.e. farms with perennial plots). Results show that the tenure security improvement caused by the 2013 Land Law led to a reduction of household labour supply in agriculture, particularly from female adults. Moreover, the paper finds that the law increased the capital intensity of agriculture and reduced landholdings.

Available in PDF, EPUB and Kindle. Book excerpt: A renowned economist argues for the importance of property rights in "the most intelligent book yet written about the current challenge of establishing capitalism in the developing world" (Economist) "The hour of capitalism's greatest triumph," writes Hernando de Soto, "is, in the eyes of four-fifths of humanity, its hour of crisis." In The Mystery of Capital, the world-famous Peruvian economist takes up one of the most pressing questions the world faces today: Why do some countries succeed at capitalism while others fail? In strong opposition to the popular view that success is determined by cultural differences, de Soto finds that it actually has everything to do with the legal structure of property and property rights. Every developed nation in the world at one time went through the transformation from predominantly extralegal property arrangements, such as squatting on large estates, to a formal, unified legal property system. In the West we've forgotten that creating this system is what allowed people everywhere to leverage property into wealth. This persuasive book revolutionized our understanding of capital and points the way to a major transformation of the world economy.

Land tenure issues are frequently ignored in rural development interventions, with often long-lasting, negative results. This guide is designed to assist technical officers in governments and civil society in understanding why and how land tenure issues should be considered in rural development projects. It analyses important contexts such as environmental degradation, gender discrimination, and conflicts, where land tenure is currently of critical concern.

Available in PDF, EPUB and Kindle. Book excerpt: Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.
