Book excerpt: Today, India still remains a rural agricultural country although the share of urban population has also increased but these figures do not tell the whole story. There are evidences that urban growth is dispersed and urban sprawl promotes the spread of urban land use into the rural-urban fringe. Here the attempt is to investigate the land transformation and the driving forces which were influencing the land transformation. The present study was done on peri urban interface of Aligarh city, a relatively small city, but as other north Indian cities, it is also expanding rapidly. Moreover, it too is surrounded by a populous rural area with productive and rich agricultural hinterland. Such conditions give rise to many conflicts and mutually beneficial complementarities in the rural and urban spheres. The result shows that the demand for land is high which results in informal urban development fulfilling the requirements of many of the city’s residents. Every piece of land is a tradable commodity, and the pursuit of short-term profits is the predominant ethic. The actors in PUI are strong because it is characterized by intermixing of rural and urban activities and interests as well as the number of actors are greater than in any other area. .

For many years, the peripheral economies of Hungary, Poland, and Turkey had lagged behind advanced capitalist markets in terms of the supply of these commercial properties. By focusing on how actors in local property markets respond to dramatic changes within these booming commercial markets, this article sheds light on the institutional and organizational transformations in these countries. Furthermore, it elucidates the interaction between local and global actors all of whom influence the materialization of these new urban forms and the arrangements that induce them to develop the urban space. A number of projects in Budapest, Warsaw, and Istanbul have been selected to illustrate these dynamics.

Whether Such Change Occurs Slowly And Is Almost Unnoticed, Or happens rapidly and is highly disruptive, a production process is creating a finished product: the built environment. This form of production, known as the land and property development process, is regulated but not controlled by the state. Urban planning is therefore best considered as one form of state intervention in the development process.; Since urban planning would have no legitimate basis without state power, it is an inherently political activity, able to alter the distribution of scarce environmental resources. Through doing so, it seeks to resolve conflicts of interest over the use and development of land. However, urban plans that appear to favour particular interests such as house-builders above others such as community groups provoke intense controversy. Development planning can thus become highly politicized, with alliances and divisions between politicians not always explained by traditional party politics.; These issues are explored with particular reference to statutory plan-making at the local level. The author draws on his extensive research into urban planning and development, making use of recent case studies and examples to illustrate key points. There are four parts. The first explores the operation of land and property markets and development processes, and examines how the state intervenes in the form of urban planning. The second part looks at the people and organizations who play a critical role in shaping the built environment and considers their relationship with the planning system. Specific attention is paid to important actors in the development process, such as landowners, developers, financial institutions, professional advisers and to the variety of agencies in the public sector that aim to promote development. This concludes with discussion of public- private partnerships and growth coalitions. The third part of the book concentrates on local development planning.

Terra Incognita takes a fresh look at what they believe can be the ultimate urban resource. Beyond the common studies of the influence of market forces, it explores how these areas are affected by the decisions of local governments, and then shows how vacant land can be a valuable strategic asset for localities. Terra Incognita derives from what—until now—has been the lack of substantial information about the amount and the diversity of urban vacant land. This book is based on an unprecedented survey sent to all U.S. towns with a population greater than 50,000, and contains data previously unavailable. Three cities were studied in greater depth for detailed case studies: the greater Phoenix and Seattle areas and Philadelphia-Camden. A number of other cities are cited frequently, including Boston, Chicago, Detroit, New York, Cleveland, Cincinnati, and Oklahoma City, among many others.
