Book excerpt: During the nineteenth century, British and American settlers acquired a vast amount of land from indigenous people throughout the Pacific, but in no two places did they acquire it the same way. Stuart Banner tells the story of colonial settlement in Australia, New Zealand, Fiji, Tonga, Hawaii, California, Oregon, Washington, British Columbia, and Alaska. Today, indigenous people own much more land in some of these places than in others. And certain indigenous peoples benefit from treaty rights, while others do not. These variations are traceable to choices made more than a century ago--choices about whether indigenous people were the owners of their land and how that land was to be transferred to whites. Banner argues that these differences were not due to any deliberate land policy created in London or Washington. Rather, the decisions were made locally by settlers and colonial officials and were based on factors peculiar to each colony, such as whether the local indigenous people were agriculturalists and what level of political organization they had attained. These differences loom very large now, perhaps even larger than they did in the nineteenth century, because they continue to influence the course of litigation and political struggle between indigenous people and whites over claims to land and other resources. "Possessing the Pacific" is an original and broadly conceived study of how colonial struggles over land still shape the relations between whites and indigenous people throughout much of the world.

In the South Pacific Islands the majority of land is held by community groups under 'customary' or 'traditional' forms of tenure. This book argues that land formerly held in common is now often controlled and used exclusively by individuals or nuclear families - it is being privatized. Detailed case studies demonstrate these trends in Western Samoa, Tonga, Vanuatu and Fiji. Parallels are noted from Asia, Europe and Africa, where comparable forces of commercialization, individualization and socio-political change have brought comparable results. The denial of these trends by policy makers in the region reflects an interest in maintaining the image of traditionalism and its associated status and power. The divergence between rhetoric and reality creates dilemmas for many Pacific Islanders and their leaders.

Economic expansion and environmentalism in Alaska are examined through the lens of changes occurring along the Aleutians. From there the study considers Hiroshima after its destruction by the atomic bomb in 1945, looking at residents’ desire to combine urban-planning concepts. The author investigates the effort to remake Hiroshima as a high-tech city in the 1990s, an attempt inspired by the perceived success of Silicon Valley, and postwar planning on Okinawa, where American influences were particularly strong. The final chapter takes into account issues raised on Guam regarding the growth of tourism and the use of the island for military purposes and links these to developments in the Philippines to the west and American Sâmoa to the south.
