Notre étude est faite principalement à partir des sources du ministère des affaires étrangères : celles-ci permettent de mettre en lumière l'attitude subtile des décideurs français face à la délicate question allemande. On peut ainsi constater que toute la réflexion sur le problème de l'unité allemande est directement liée à la question des rapports avec l'union soviétique. Ainsi en est-il à l'issue de la guerre : le morcellement de l’Allemagne ne risque-t-il pas de favoriser la mainmise soviétique sur toute l’Europe ? La reconstitution d'un état allemand centralisé représente cependant aussi une menace pour la France... Après 1949, l'urgence est d'ancrer à l'Occident le nouvel état ouest-allemand. La perspective de la réunification apparait dangereuse à divers titres : on craint d'une part qu'elle ne se fasse au profit exclusif du bloc soviétique, aggravant ainsi la guerre froide, d'autre part qu'elle ne perturbe l'équilibre au sein de l’Europe en faveur d'une Allemagne réunie et neutralisée. Les "droits réservés" que Paris détient sur l’Allemagne depuis les accords de Potsdam, et ce en lien avec les soviets, représentent une garantie essentielle et non dénuée d'ambiguïté pour la diplomatie française : celle que la réunification ne se fera pas sans l'accord de la France.
