But the remembrance of the fall of the Berlin Wall coincided with another event of global importance that caught much less attention: the 250th anniversary of Napoleon Bonaparte’s birth. There is an undeniable historical and philosophical dimension to this coincidence. Napoleon’s appearance on the scene of world history seems to embody European universalism (soon thereafter in the form of a ‘modern’ imperial project); whilst scholars such as Francis Fukuyama saw in the events of 1989 its historical fulfilment. Today, we see more clearly that the fall of the Berlin Wall stands for an epistemic earthquake, which generated a world that can no longer be grasped through universal concepts. Here, we deal with the idea of Europe and of its relation to the world itself. Picking up on this contingency of world history with an ironic wink, the volume analyses in retrospect the epoch of European universalism. It focusses on its dialectics, polemically addressing and remembering both 1769 and 1989. L’année 2019 a été marquée par le 30e anniversaire de la réunification de l’Allemagne, éclipsant un autre événement d’envergure mondiale : le 250e anniversaire de Napoléon Bonaparte. La dimension philosophico-historique de cette coïncidence ne peut pourtant pas être négligée : si l’arrivée de Bonaparte sur la scène de l’histoire mondiale semble incarner l’avènement de l’universalisme européen (bientôt amené à prendre sa forme « moderne » et impériale), certains penseurs ont suggéré, avec Francis Fukuyama, que « 1989 » marquait son accomplissement historique. Aujourd’hui, il apparaît au contraire que la chute du mur de Berlin a été un véritable tremblement de terre épistémique, et rendu inopérants les concepts universels. Dans le monde d’après, c’est à l’idée d’Europe et à sa relation au monde que nous avons affaire. Cette ascension peut être accélérée par un dividende démographique dû aux changements dans la structure par âge de la population. Les baisses de la mortalité infantile, suivies par la baisse de la fécondité, produisent une génération «renflement» et un grand nombre de personnes d'âge actif, donnant un coup de pouce à l'économie. Dans le court terme, une fécondité plus faible engendre une baisse des taux de dépendance des jeunes et une plus grande participation de la population active féminine en dehors de la maison. La réduction de la taille de la famille signifie également qu’il reste davantage de ressources à investir dans la santé et l'éducation par enfant, augmentant ainsi la productivité future des travailleurs. Au long terme, une durée de vie accrue résultant de l’amélioration dans le domaine de la santé signifie que cette vaste cohorte aux gains élevés sera également désireuse d’épargner pour la retraite ainsi que pour la création de l'épargne et des investissements plus conséquents, conduisant ainsi à d'autres gains de productivité. Deux choses sont nécessaires pour que le dividende démographique génère un décollage économique de l'Afrique. La première consiste à accélérer la baisse de la fécondité qui est actuellement au point mort ou lente dans de nombreux pays. La seconde est les politiques économiques qui profitent de l'occasion offerte par le changement de la démographie. Alors que l'évolution démographique peut produire plus, et des travailleurs de meilleure qualité, cette main-d'œuvre potentielle doit être employée si l'Afrique se doit de récolter le dividende. Cependant, une fois en route, la relation entre l'évolution démographique et le développement humain fonctionne dans les deux sens, c’est-à -dire qu’elle crée un cercle vertueux susceptible d’accélérer la baisse de la fécondité, le développement social et la croissance économique. Les recherches scientifiques montrent trois facteurs clés pour accélérer la transition de la fécondité: la santé des enfants, l'éducation des femmes et l'autonomisation des femmes, notamment par l'accès à la planification familiale. Exploiter le dividende démographique nécessite la création d'emplois pour les grandes cohortes de jeunes qui entrent en âge de travailler et qui stimulent les investissements étrangers jusqu'à faire augmenter l'épargne intérieure et l'investissement. La combinaison appropriée de politiques dans chaque pays dépend de leur stade de transition démographique. Etant la dernière région à subir la transition démographique, l’Afrique peut tirer les leçons des réussites et des échecs des autres régions dans l'exploitation d'un dividende démographique. Le succès exige (i) l'accélération de la transition démographique; (ii) une économie dynamique produisant des revenus et des investissements plus élevés pour une jeunesse mieux éduquée et en meilleure santé.

Lylian Kesteloot nous rappelle encore récemment dans son étude Césaire et Senghor un pont sur l’Atlantique l’importance de ce mouvement qui entre les années trente et soixante a participé à la naissance de la littérature africaine. La question du particularisme que le mot Négritude implique et de son opposé l’universel sera largement débattue dans les pages de cet ouvrage. Les articles de cet essai discutent les défauts essentialistes de la Négritude senghorienne, mais également le fait que dans les termes de Senghor « la Négritude est un mythe », donc une construction identitaire, l’expression d’une invention. Il envisageait par exemple l’avènement d’un socialisme africain, dans une interprétation unique du marxisme. En tant que mouvement poétique, philosophique, littéraire, ou en tant que réponse idéologique à une oppression, les auteurs africains et antillais étudiés ici et qui traitent de thèmes très contemporains, démontrent la vivacité d’une Négritude toujours d’actualité dans sa présentation des cultures. Il faut bien entendu dépasser la notion raciale contenue dans le terme et insister sur le culturel, le philosophique et l’esthétique, pour accepter que la Négritude ait une pertinence actuelle. Notamment nous verrons que la Négritude s’est métamorphosée aux Antilles où au Brésil en d’originaux projets idéologiques et esthétiques. Should Negritude be seen as a movement that originated at the end of the colonial era and merits no further study in this contemporary world? This is one of the questions explored in the Colloquium held at the University of the West Indies, Barbados, to mark the centenary of the birth of Léopold Sedar Senghor. In a recent study, Césaire et Senghor: Un pont sur l’Atlantique, Lylian Kesteloot reminds her readers of the importance of Negritude which contributed to the emergence of African literature between 1930 and 1960. The idea of essentialism which the word Negritude implies, as well as the opposite idea of universalism, will be widely discussed in the pages of this work. This collection of essays acknowledges the essential shortcomings of Senghor’s Negritude, but, at the same time, underlines the fact that in Senghor’s words, “Negritude is a myth” and therefore has to do with the construction of (an) identity and is the expression of an imaginary creation. It envisaged, for example, the creation of an African form of socialism within a unique interpretation of Marxism. In this volume, African and Caribbean writers who are concerned with contemporary issues, demonstrate the vitality of Negritude as a poetic, philosophical and literary movement and as an ideological response to oppression that is still relevant in its presentation of cultures. Clearly, it is necessary to go beyond the notion of race implied in the term and to focus on the cultural, philosophical and aesthetic elements in order to appreciate the relevance of Negritude today. Most notably in the Caribbean or Brazil, Negritude has been transformed into original ideological and aesthetic projects.
