Book excerpt: Les difficultés que traverse l'Organisation mondiale du commerce (OMC) depuis le lancement du cycle des négociations de Doha, manifestées sans ambages lors de la conférence ministérielle de Cancun en septembre 2003, illustrent la complexité des enjeux d'intégration des pays en développement dans le système des échanges internationaux. Ces pays espèrent notamment utiliser ces négociations pour promouvoir l'accroissement des opportunités commerciales et, par conséquent, tirer avantage des réformes entreprises depuis le début de la décennie 1980. Les pays africains poursuivent aussi les négociations du volet commercial de l'accord de partenariat de Cotonou. Toutes ces négociations sont à placer dans le cadre des programmes respectifs d'intégration régionale et des autres questions de développement. Ces négociations présentent des défis tout particulier pour l'Afrique. A Doha, par exemple, le développement avait été placé au cœur des négociations mais, à la date de la conférence de Cancun, très peu de progrès avaient été réalisés, surtout en ce qui concerne les questions d'intérêt pour l'Afrique, tels que le traitement spécial et différencié, ou les négociations sur l'agriculture. Avec l'Europe les négociations bilatérales évolueront à terme vers la réciprocité des engagements, ce qui changera complètement la problématique connue par les pays d'Afrique dans leurs échanges commerciaux. De plus, la pression est forte pour élargir davantage la charge de travail, avec les questions dites de Singapore notamment. Tout cela devra s'appuyer sur des capacités humaines et institutionnelles fortement étriquées. Le présent ouvrage aborde cinq questions essentielles pour une intégration bénéfique à l'économie mondiale : la participation et le respect des engagements, le commerce des biens et celui des services, le cadre institutionnel et les politiques économiques, et les questions non commerciales, y compris les normes et les droits de propriété intellectuelle.

L'accent est surtout mis sur les aléas climatiques de ces dernières décennies, marquées par de fortes irrégularités saisonnières et une baisse régulière de la pluviométrie. Aux aléas climatiques s'ajoute le problème de la fertilité des sols caractérisé le plus souvent par un faible taux de matières organiques : carence en phosphore et en azote, complexe absorbant insuffisant, petite capacité de rétention en eau, etc. Enfin, dans les régions à forte densité de population ( exemples du Ghana et du Togo ), le taux de croissance démographique élevé agit négativement sur le potentiel foncier, caractérisé par la dégradation des ressources naturelles. Les auteurs exposent ici les réalités de ces facteurs déterminants pour la sécurité alimentaire, afin de permettre aux décideurs de mieux les intégrer à leur politique de développement du secteur agricole.

This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo. The introduction provides an overview of this new international treaty, as well as a commentary to each of its provisions.
