Book Synopsis The National Co-ordination of EU Policy by : Hussein Kassim
Download or read book The National Co-ordination of EU Policy written by Hussein Kassim and published by OUP Oxford. This book was released on 2000-08-03 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book i sone of two volumes in which leading scholars examine the way in which EU member states co-ordinate their European policies. Eschewing the 'Europeanisation' problematic within which the issue is usually adressed, this book adopts a broader, more inclusive approach. It examines domestic processes and investigates co-ordination in ten member states - Austria, Belgium, Denmark, France, Germany, Greece, Italy, Portugal, Spain and the United Kingdom - looking at co-ordinating ambitions, the actors involved in EU policy making, and the structures and processes by which policy is made. From a comparative perspective, the book identifies and assesses the impact of the influiences that have shaped systems of national co-ordination - the demands exerted by Union membership, the instituional structure of the national polity, the pre-existing balance between domestic institutions, administrative norms and values, and attitudes, both popular and elite, the European integration. It assesses the extent to which there has been a convergent response to the administrative challenges posed by membership on the part of the member states or whether a pattern of divergence emerges. The effectiveness of member states in influencing policy outcomes at the European level is also addressed. The companion volume answers similar questions about national administrations in Brussels. Looking at twelve member states, it is the first systematic examination of the role played by Permanent Representations in national EU policy making.
Book Synopsis France and European Integration by : Michel R. Gueldry
Download or read book France and European Integration written by Michel R. Gueldry and published by Bloomsbury Publishing USA. This book was released on 2001-05-30 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: Gueldry analyzes the substantive transformations brought upon the French state by European integration through an incremental and cumulative process generally described as Europeanization. This restructuring is characterized by the erosion of traditional political and economic parameters, the emergence of new means and models of public action, and a general paradigmatic redefinition, including a search for renewed political legitimacy by French elite. Covering the period from 1957 to the present, Gueldry examines how regional integration affects French governmental structures, public policies, political processes, and culture. He emphasizes the post-Single European Act (February 1986) period because of the accelerating momentum of the integration process after this milestone treaty. Students, scholars, and policy makers involved with EU history, institutions, and policies will be particularly interested in the work.
Book Synopsis Administrative Reforms and Democratic Governance by : Jean-Michel Eymeri-Douzans
Download or read book Administrative Reforms and Democratic Governance written by Jean-Michel Eymeri-Douzans and published by Routledge. This book was released on 2011-03-21 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: After a quarter of a century of implementation of New Public Management (NPM) reform strategies, this book assesses the major real outcomes of these reforms on states and public sectors, at both the organisational level and a more political level. Unlike most previous accounts of reform, this book looks at how reform has changed the role of the public administration in democratic governance. Featuring case studies on the UK, Germany, France, Norway, Ireland, Switzerland, Scandinavia, Post communist states, Mexico, South Korea, Turkey and the European Commission, and focusing on two issues this book: Examines the significant variations in the "trajectories" of administrative reform among West European countries on the basis of empirically rooted research on different national case studies. Assesses the extent to which these "constitutive" public policies have affected the institutions of government and the governing processes of our democratic occidental states and ask how have NPM-inspired programs, with their exclusive focus on managerialist objectives and instruments, challenged the political and democratic nature of public administration? Looking at the broader issues relating to the current recompositions of democratic states, this book will be of interest to students and scholars of all matters relating to public administration and governance within political science, management, public law, sociology, contemporary history, and cultural studies.

Book Synopsis Good Administration and the Council of Europe by : Ulrich Stelkens
Download or read book Good Administration and the Council of Europe written by Ulrich Stelkens and published by Oxford University Press. This book was released on 2020-09-11 with total page 912 pages. Available in PDF, EPUB and Kindle. Book excerpt: Good Administration and the Council of Europe: Law, Principles, and Effectiveness examines the existence and effectiveness of written and unwritten standards of good administration developed within the framework of the Council of Europe (CoE) and in the case law of the European Court of Human Rights. These standards - called 'pan- European general principles of good administration' - cover the entire range of general organizational, procedural, and substantive legal institutions meant to ensure a democratically legitimized, open, and transparent administration respecting the rule of law. They are about the 'limiting function' of administrative law: its function to protect individuals from arbitrary power, to legitimize administrative action, and to combat corruption. This book analyses the sources and functions of the pan-European general principles of good administration and seeks to uncover how deeply they are rooted in the domestic legal systems of the CoE Member States. It comprises 28 country reports dedicated to an in-depth exploration of the impact of these standards on the national legal systems of the Member States written by respective experts on these systems. It argues that the pan-European general principles of good administration lead to a certain harmonization of the legal orders of the Member States with regard to the limiting function of administrative law despite the many fundamental differences between their administrative and legal systems. It comes to the further conclusion that the pan-European general principles of good administration can be considered as a concretization of the founding values of the CoE and describes the 'administrative law obligations' a Member State entered into when joining the CoE.
Book Synopsis Recognition of Foreign Administrative Acts by : Jaime Rodríguez-Arana Muñoz
Download or read book Recognition of Foreign Administrative Acts written by Jaime Rodríguez-Arana Muñoz and published by Springer. This book was released on 2015-12-11 with total page 389 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents an analysis of the concept of the administrative act and its classification as ‘foreign’, and studies the administrative procedure for adopting administrative acts in a range of countries in and outside Europe. While focusing on the recognition and execution of foreign administrative acts, the book examines the validity, efficacy and enforceability of foreign administrative acts at national level. The book starts with a general analysis of the issue, offering general conclusions about the experiences in different countries. It then analyses the aforementioned themes from the perspective of the domestic law of different European nations and a number of international organisations (European Union, MERCOSUR, and Andean Community). In addition, the book studies the role of the European Union in the progress towards the recognition and execution of foreign administrative acts, where the principle of mutual recognition plays a vital part. Finally, the book analyses the international conventions on the recognition and execution of administrative acts and on the legalisation of public documents.
