La loi du 11 février 2005 impose aux chirurgiens-dentistes de rendre leur cabinet accessible à « tous ». Elle donne jusqu'au 31 décembre 2014 pour se mettre en conformité. En outre, ce sont 1,7 million de déficients visuels qui vivent parmi nous. Et de nos jours, peu de cabinets dentaires semblent répondre aux critères d'accessibilité énoncés par les textes réglementaires. Notre enquête déclarative descriptive, menée en octobre 2011 auprès de 119 chirurgiens-dentistes de Bretagne, avait pour dessein d'évaluer les conditions d'accessibilité des cabinets dentaires aux personnes déficientes visuelles. Il en est ressorti plusieurs constats. Un tiers des praticiens (32,8%) ne connaît pas la loi handicap. En outre, seuls 26 cabinets sont réglementaires, alors que 93 ne répondent pas aux exigences minimales d'accessibilité fixées par le législateur. Nous avons notamment mis en évidence une différence statistiquement significative entre le fait d'être « conforme » et d'exercer en cabinet de groupe, en local professionnel indépendant et en cabinet récent. Les difficultés majeures entravant la mise aux normes sont essentiellement techniques et financières, ou bien elles vont de pair avec des praticiens dont la cessation d'activité est proche et qui ne comptent donc pas normaliser leurs locaux. Promouvoir l'information des professionnels de santé, assouplir le cadre juridique et/ou attribuer une subvention aux chirurgiens-dentistes s'avère nécessaire pour tenter de combler le retard du chantier « l'accès à tout pour tous»...

Ainsi, les cabinets dentaires se doivent d'appliquer ces nouvelles normes à leurs locaux. Les modalités d'application des règles d'accessibilité au sein des cabinets dentaires sont décrites au cours de la première partie. La deuxième partie aborde le cas d'une construction d'un local neuf, l'application des normes est intégrée au projet initial et ne pose donc que peu de difficultés. Mais la grande diversité des cabinets dentaires présente souvent des contraintes limitant ou empêchant l'application de ces nouvelles normes. La troisième partie développe donc les dispositions prévues afin de pallier à certaines de ces difficultés, permettant ainsi d'atteindre l'objectif fixé par la loi à la date du 1er janvier 2015. L'objectif de cette thèse est d'apporter aux chirurgiens-dentistes des solutions pour répondre aux problèmes d'application de l'accessibilité dans les cabinets dentaires, et ceci quelles que soient leurs situations.
