Book excerpt: "Employing South Africa's first nationally representative panel data set, I find that having old age pension recipients in the household adversely affects employment outcomes of prime-aged adults both by reducing the probability that the unemployed find work and by increasing the likelihood that the previously employed lose their job. These effects seems to operate through the income mechanism: an increase in pension resources increases the reservation wage and lowers labour force participation of prime-aged household members. By contrast I find evidence against the hypothesis that pensioners provide childcare which allows parents to work. Instead gaining a pensioner lowers the probability that mothers are employed. Adverse employment effects are found for salaried work and self-employment while the pension does not affect casual work. Impact estimates are larger in metropolitan areas which questions previous studies that find that pension resources finance labour migration. Results are robust to a series of novel robustness tests that exploit institutional features of the old age pension and disability grant." -- Abstract.

Book excerpt: Conditional cash transfer (CCT) programs have been widely implemented over the past two decades, and they have become an important part of the social safety net in many developing countries. A recurrent question, however, is whether transfers might affect individual participation in the labor market by generating disincentives to work. Therefore, this paper aims to answer the following question: Does Brazil's Bolsa Familia conditional cash transfer program discourage individuals from working, or at least from searching for a job? This study estimates the effects of Bolsa Familia on labor force participation and weekly hours worked using a fixed effects approach applied to a census tract-level panel data set based on the Brazilian National Household Survey (PNAD) from 2001 to 2009. The results show that, in general, participation in Bolsa Familia increases labor supply on the extensive margin, but also marginally reduces labor supply on the intensive margin. It has a positive impact on both employment and unemployment rates. The results also suggest an increase in informal employment at the expense of formal sector employment. In conclusion, the estimates suggest that the cash transfers do not introduce disincentives to work.

Book excerpt: I use three decades of county-level data to estimate the effects of federal unemployment benefit extensions on economic activity. To overcome the reverse causality coming from the fact that benefit extensions are a function of state unemployment rates, I only use the within-state variation in outcomes to identify treatment effects. Identification rests on a differences-in-differences approach which exploits heterogeneity in county exposure to policy changes. To distinguish demand and supply-side channels, I estimate the model separately for tradable and non-tradable sectors. Finally I use benefit extensions as an instrument to estimate local fiscal multipliers of unemployment benefit transfers. I find (i) that the overall impact of benefit extensions on activity is positive, pointing to strong demand effects; (ii) that, even in tradable sectors, there are no negative supply-side effects from work disincentives; and (iii) a fiscal multiplier estimate of 1.92, similar to estimates in the literature for other types of spending.
