Book excerpt: This study estimates the impact of interprovincial and international migration on interprovincial trade using annual data from 1981- 2016 for Canadian provinces. We apply both the gravity and the spatial trade models for estimation using a number of panel estimators. We find that the endogeneity issue should be addressed when estimating the relationship between migration and interprovincial trade. Estimated results show that interprovincial and international net migrations are positive and significant determinants for interprovincial trade of Canada. Interprovincial immigration is more influential than international immigration in explaining interprovincial trade. Interprovincial imports are influenced more by interprovincial and international migration than interprovincial exports. Province-wise estimates indicate that Quebec, British Columbia, Saskatchewan, and New Brunswick are positively affected by interprovincial migration. Among them, all except New Brunswick are also positively affected by international migration. The gravity and the spatial trade models are useful to explain Canadian interprovincial trade. The pooled OLS, fixed effects, 2SLS and SGMM estimators are used in this study. Our results are robust to different estimation methods and alternative measures using both the flow and the stock net migration in Canada’s provinces.

Book excerpt: This paper assesses the costs of internal trade barriers and proposes policies to improve internal trade. Estimates suggest that complete liberalization of internal trade in goods can increase GDP per capita by about 4 percent and reallocate employment towards provinces that experience large productivity gains from trade. The positive impact highlights the need for federal, provincial and territorial governments to work together to reduce internal trade barriers. There is significant scope to build on the new Canadian Free Trade Agreement to more explicitly identify key trade restrictions, resolve differences, and agree on cooperative solutions.

Book excerpt: Under a federal system of government, the division of responsibilities between the federal, provincial/state, and local levels of government may create internal barriers to trade. To deal with this problem, the federal and provincial governments in Canada established the Agreement on Internal Trade (AIT). This paper takes stock of the achievements and shortcomings of the AIT. Because the internal barriers to trade being addressed by the AIT are not unique to Canada, the agreement presents a useful model for reform that could be emulated by other countries.

Book excerpt: This book explains why Canadians must rid themselves of interprovincial trade barriers. Canada's provinces do almost as much trade with each other as they do with the rest of the world. But trade between the provinces is harder than with foreign countries. We trouble our own house with an amazing variety of barriers: professionals and tradespeople cannot move freely and practice where they wish, regulation makes it hard for investments to flow to where they are most needed, provincial governments give contracts to local firms even though out-of-province firms can do the job at a lower cost, Ottawa pays the most generous UI to regions with the highest unemployment and thereby encourages people to stay in parts of the country with little promise. The effects of such barriers on the economy are difficult to measure, which may be the reason that little has been done about them. But Canadians cannot afford to ignore their costs. The European Community is very close to the goal of ensuring free trade among its members. Unless we unlock our potential we may fall behind other countries and communities that have recognized the importance of internal as well as external free trade.

Book excerpt: Key sections of the North American Free Trade Agreement (NAFTA) deal with temporary labor mobility. Ideally, NAFTA status provisions should make the temporary movement of professionals easier across the border of all NAFTA countries. However, in the case of some key sectors, it is arguably not the case. Within the context of recent literature on cross-border trade, city regions, regionalism, international labor mobility, and post-September 11 security measures, this book probes the dynamics of transitory immigration of 'knowledge-workers' between the North American west coast city regions of Vancouver, Seattle, and the greater San Francisco Bay and Silicon Valley area. This book includes in-depth interviews with Canadian and US immigration officials, immigration attorneys and executives and professional staff of new technology firms and Fortune 500 companies. It ultimately explores whether or not the Canada-US border is an impediment to the development of a cross-border high-tech clusters.

Book excerpt: While there is a broad consensus that North American economic integration has benefits for Canadians' standard of living, there are also concerns that deeper economic integration may restrict Canada's ability to pursue domestic goals in a number of important areas. To address these issues, Industry Canada and the former Human Resources Development Canada jointly commissioned original research for a Workshop on 'Social and labour Market Aspects of North American Linkage'. This volume contains the research papers, comments and panel proceedings from the Workshop.

Book excerpt: Although economic union and free trade among the provinces were major reasons for Confederation, the provisions of the Constitution itself proved defective in ensuring such an outcome. By the beginning of the 1980s, concerns were increasingly raised as to the state of the Canadian economic union. This document puts these matters in an historical context. It also provides an interpretation of section 121 of the Constitution Act of 1867, and includes a debate on economic union prior to 1982.
