It draws upon a variety of scattered sources of information to build up a picture of labour migration trends and profile in Afghanistan. Return of a large number of refugees close to six million in recent years, the continuing informal and irregular movements to Iran and Pakistan, and limited movements to the Gulf region are highlighted. There is high vulnerability of Afghan migrants in irregular status, and the economy is not able to sustain the large number of returnees and deportees from neighbouring countries.The paper discusses the role of remittances, return migration and diaspora engagement in promoting migration and development linkages.The paper reviews the institutional and legislative framework for labour migration, and protection and support services for migrant workers and the key challenges now and in the future. There are serious gaps in the labour migration governance and protection framework. There is weak capacity in the government machinery dealing with labour migration. It notes that Afghanistan lags far behind other Asian origin countries in the infrastructure required to promote formal labour migration operations.On the basis of the review, it identifies critical areas for improving policies for expansion of labour migration for decent work in Afghanistan - a key priority of the Afghan government.

Book excerpt: Afghanistan's economic prospects are dim and its growth options limited. This puts pressure on the labor market, with 400,000 new entrants joining the labor force annually. As in the past, this will likely lead to mostly illegal emigration with limited employment prospects and wages in neighboring countries (Pakistan, Iran) and beyond. This is unfortunate given Afghanistan's geographic proximity to the world's third largest migration destination region behind North America and Europe: the countries of the Gulf Coordination Council (GCC). For some time now, various Asian countries have used managed labor migration as a means to secure temporary and legal jobs for their surplus labor, garnering higher wages and opportunities to transfer income back to their families, save for future investments, and gain work experience and higher skills. Managed labor migration based on well-designed bilateral labor agreements that reflect the objectives of both the labor-sending and labor-receiving country could open opportunities for Afghanistan in GCC countries and even in higher wage labor markets, provided that adequate labor-sending systems are in place. This paper explores the use of managed labor migration as an instrument for employment for the Afghan labor force and for economic growth. It investigates the supply of and demand side for managed migration flows, estimates the impact on the volume of remittances sent back, and examines the possible impact of formal labor migration opportunities on skills formation of migrants and of the labor force remaining home. These quantitative profiles of remittances and skills are explored with a country-calibrated computable general equilibrium model to estimate the impact on output, economic growth, and other relevant economic outcomes; they may trigger policy action to make managed labor migration a reality in Afghanistan.

Given the elevated pressures in the labor market, a common tool to sustain livelihoods is migration, affecting 16 percent of Afghan households, both current migrants and returnees. Compared to nonmigrants, returnees are more educated and have higher earnings, while the opposite is true for out-migrants. For most of them, remittances represent a supplement to their income, particularly for those families that currently have a member abroad. Comparing earnings of Afghans abroad to those of similar workers in Afghanistan, wide wage gaps are observed, creating strong pull factors for migration. A strong self-selection of migrants also occurs across countries. Overall, migration represents an opportunity to improve livelihoods, although under its current form it does not incentivize upskilling, as most irregular Afghans find jobs in neighboring countries like Iran in low-skilled sectors where returns to education are low.

Book excerpt: This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.
