Book excerpt: Behind India's high recent growth rates lies a story of societal conflict that is scarcely talked about. Across its villages and production sites, state institutions and civil society organisations, the dominant and less well-off sections of society are engaged in antagonistic relations that determine the material conditions of one quarter of the world's 'poor'. Increasingly mobile and often with several jobs in multiple locations, India's 'classes of labour' are highly segmented but far from passive in the face of ongoing exploitation and domination. Drawing on over a decade of fieldwork in rural South India, the book uses a 'class-relational' approach to analyse continuity and change in processes of accumulation, exploitation and domination. By focusing on the three interrelated arenas of labour relations, the state and civil society, it explores how improvements can be made in the conditions of labourers working 'at the margins' of global production networks, primarily as agricultural labourers and construction workers. Elements of social policy can improve the poor's material conditions and expand their political space where such ends are actively pursued by labouring class organisations. More fundamental change, though, requires stronger organisation of the informal workers who make up the majority of India's population.

Using case studies from three urban regions, this book examines this growth in modern India’s cities and towns. It argues that India has undergone a process of uneven and combined development during its integration with the world economy, leading to a distorted form of urban development. This book is about work and resistance in India’s massive ‘informal economy’. It looks at the growth of informal labour in Bangalore, Mumbai and New Delhi during an era of neoliberal economic policymaking. Going beyond mainstream accounts, it argues that India’s rapid economic development has been based upon the mass employment of workers on low wages who lack basic social protection and rights at work. It discusses how urban development in India is characterised by a combination of industrialisation, industrial relocation, restructuring and informalisation. Departing from some existing studies of de-industrialisation, it re-frames informalisation as a process that complements, rather than contradicts, contemporary industrialisation in rapidly-emerging economies. The book adopts a ‘classes of labour’ approach, classifying each case of informal labour as a specific ‘form of exploitation’: as a different way for employers to lower production costs, control workers and increase enterprise flexibility. Offering a critique of existing data on the measurement and monitoring of informal labour and employment, the book is relevant to students and scholars of Development Studies, International Political Economy and South Asian Studies.

The Transnational Middle East posits that, in the Middle East, the development of regional dynamics, of processes and circulations of all kinds, can be documented. In this regard, the approaches it develops — ‘bottom-up’ regionalisation, ‘globalisation from below’ — allow for a better understanding of the ways in which the Middle East is part of global transformations. The book analyses how, through their practices, Middle East societies elaborate a regional space which is not institutionalised. Based on fieldwork in the Middle East, the book provides venues for further theoretical elaboration on globalisation and contemporary societies, as well as on processes of regionalisation. It draws on the emergence of genuine regional spaces of culture, art, economic activity, human circulation — which supplement and do not contradict other infra-national, national, or global social processes. As in other areas of the world, these transformations are to a large extent the mode of the Middle East’s insertion into globalisation. In this respect, they go against standard narratives of the supposed ‘exceptionalism’ of the region.
