Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

While different commentators reach different conclusions, all agree that public policy will be of vital importance to the union movement. The present volume considers a wide range of policy questions, analyzed by a variey of experts in the field, and is organized in four parts: a brief introduction considering the current policy climate for unions; policy and the new workplace; labor and economic issues; and, finally, political strategy and democratic politics. This work will be of interest to scholars and policymakers in labor studies, labor economics, labor law and industrial organization.

Available in PDF, EPUB and Kindle. Book excerpt: That we are participants in a global economy may no longer be news, but its impact continues to shape the field of labor relations. This is certainly true in the public sector where union membership is stagnant and outsourcing is becoming more and more prevalent. Further impacting current trends are local and state movements to restructure public organizations and the processes they use to conduct their activities and provide services. These include the mechanisms of collective bargaining and contract administration. Reflecting these and many other trends and changes, this fourth edition of the perennially bestselling Labor Relations in the Public Sector is now completely updated. The fundamental reader-friendly organization of the book remains the same, and it continues to address the many facets that must be considered today, as unions still represent 40 percent of public sector workers. However in keeping up with the formative events of recent times, this text— Accounts for emerging trends in scholarly and professional literature as well as in practice Features several new case studies that provide readers with experiential learning opportunities across a range of contemporary situations Places greater emphasis on ways to develop and use interest-based ("win–win") negotiations during bargaining processes and throughout the administration of contracts This volume recognizes the key role played by unions in the federal government and in a large proportion of state and local jurisdictions, but it also recognizes that much is changing. Fiscal realities and strategic challenges are changing the role of the labor union in the public sector. This is a trend that must be understood if its consequences are to be anticipated and met for the mutual good.

Dr Tomlins examines both the laws from the late nineteenth century and the history of the act's passage. He shows how public policy confined labour's role in the American economy and the problems faced by unions that stem from these laws.

Available in PDF, EPUB and Kindle. Book excerpt: Democratization in the developing and postcommunist world has yielded limited gains for labor. Explanations for this phenomenon have focused on the effect of economic crisis and globalization on the capacities of unions to become influential political actors and to secure policies that benefit their members. In contrast, the contributors to Working through the Past highlight the critical role that authoritarian legacies play in shaping labor politics in new democracies, providing the first cross-regional analysis of the impact of authoritarianism on labor, focusing on East and Southeast Asia, Eastern Europe, and Latin America. Legacies from the predemocratic era shape labor’s present in ways that both limit and enhance organized labor’s power in new democracies. Assessing the comparative impact on a variety of outcomes relevant to labor in widely divergent settings, this volume argues that political legacies provide new insights into why labor movements in some countries have confronted the challenges of neoliberal globalization better than others.

Book excerpt: The author is convinced that there is a ruling class in America today. He examines the American power structure as it has developed in the 1980s. He presents systematic, empirical evidence that a fixed group of privileged people dominates the American economy and government. The book demonstrates that an upper class comprising only one-half of one percent of the population occupies key positions within the corporate community. It shows how leaders within this "power elite" reach government and dominate it through processes of special-interest lobbying, policy planning and candidate selection. It is written not to promote any political ideology, but to analyze our society with accuracy.
