Privatization and trade liberalization have replaced the protectionist and statist policies that were deeply entrenched in these areas just ten years ago. Today, these dynamic emerging markets offer attractive opportunities. According to Robert Lawrence, liberal international trade and investment should provide significant opportunities for gains in developing and developed nations alike. But will the developed countries be allowed to keep their markets open and absorb exports from developing countries? Many in the U.S. and Europe blame international trade for unemployment and wage inequality. But what is the real relationship? Lawrence contends that while trade has played some role in reducing the wages of poorly educated workers in the U.S. and in raising the unemployment of unskilled workers in Europe, its impact has been small compared with other causes of these changes. Lawrence examines the role of trade in developed and developing countries and its impact on labor markets and wage inequality, and discusses what he considers the more important effects of technological and organizational change. He begins by focusing on U.S. wage behavior, then moves to wage behavior in the OECD countries. Lawrence concludes that the impact of globalization on OECD labor markets has been far less damaging than many have argued and, indeed, that international trade enhances national welfare. He presents considerable evidence that the sources of poor labor market performance are essentially domestic—they reflect ongoing technological and organizational shocks that would be present even if the economy was closed. This evidence suggests that international differences in wage rates and labor standards are not major factors in OECD labor market behavior. He explains that the major challenges to policy are educating the public on the nature of these changes, emphasizing the need for worker training and education to take advantage of new technologies and new organizational structures, and developing measures to reduce earnings inequality while preserving and increasing wage flexibility. Robert Z. Lawrence is professor of international trade and investment at the John F. Kennedy School of Government at Harvard University. His previous books include A Vision for the World Economy: Openness, Diversity, and Cohesion (Brookings, 1996), the capstone volume to the Integrating National Economies series. Book excerpt: Between the middle of the nineteenth century and the beginning of World War I improvements in transportation and communication encouraged increasing interregional and international economic integration. This paper traces and analyzes the progress of increasing labor market integration in the United States during this period of `globalization.' It argues that although the falling cost and increasing speed of transportation and communication in this period initiated a substantial expansion of labor market boundaries, the pattern of increasing integration was strikingly uneven. By the end of the nineteenth century, labor markets in the northern United States were part of a tightly integrated regional labor market that was in turn closely linked with labor markets in northern Europe. But this regional and international integration coincided with the persistent failure of integration between northern and southern labor markets within the United States. The importance of this finding is two-fold. First, it suggests that the forces shaping the determination of wages, the evolution of wage structure, and the growth of unions cannot be understood at either a purely local, or a purely national level. Second, it shows that the process of market integration was complex, depending on the interaction between historically determined market institutions and falling transportation and communication costs.

Book excerpt: This paper explores the emergence of a world economy since 1950 and its implications for the world's labor force. There are four main sets of conclusions. First, although the integration of national economies since 1950 has been considerable, the world economy is still in its adolescence. Rapid integration has occurred among the industrial economies, but integration among the developing economies and between the industrial and developing economies has proceeded slowly. Second, international labor mobility can account for little, if any, economic integration since 1950. The economic integration that has been achieved is due mainly to the increased flow of capital across international boundaries and to a dramatic increase in trade, especially among the industrial countries. These developments have been driven by technological and institutional changes that have reduced the transactions costs for trade and capital mobility while maintaining or increasing barriers to international labor mobility. Third, these patterns of integration are associated with a sharp decline in income inequality among the industrial economies, but not in world income inequality as the income gap between the industrial and developing countries has increased. Finally, the large increase in developing economies' share of the world labor force projected for the next few decades will magnify their incentives to integrate more closely among themselves and with the industrial economies. World income per capita will be promoted by such integration.

This examination of Bank country economic and sector reports from 1985-90 finds increasing attention to labor market issues over time. Wages and unemployment are the issues most often and most thoroughly treated in economic reports. Issues are treated most often and comprehensively in rapidly-growing countries with high levels of human resource development (high primary enrollment rates). While the Bank has given attention to labor market issues in the analysis of country economic and education sector reports, these issues have not been accorded priority in the policy dialogue with governments. The best predictor of attention to labor market issues in the policy dialogue is through analysis. More attention to labor markets early in the Bank-country dialogue will help build support for politically-sensitive labor market reforms and lead to better integration of labor market issues into the policy dialogue.
