Book excerpt: Many western industrialized countries face strong budgetary pressures due to the aging of the baby boom generations and the general trends toward earlier ages of retirement. We use the American PSID and the European Community Household Panel (ECHP) to explain differences in prevalence and dynamics of self-reported work disability and labor force status. To that end we specify a two-equation dynamic panel data model describing the dynamics of labor force status and self-reported work disability. When we apply the U.S. parameters to the equations for the thirteen European countries we consider, the result is generally that work disability is lower and employment is higher. Furthermore, measures of employment protection across the different countries suggest that increased employment protection reduces reentry into the labor force and hence is a major factor explaining employment differences in the pre-retirement years.

Available in PDF, EPUB and Kindle. Book excerpt: The United States is in the midst of a major demographic shift. In the coming decades, people aged 65 and over will make up an increasingly large percentage of the population: The ratio of people aged 65+ to people aged 20-64 will rise by 80%. This shift is happening for two reasons: people are living longer, and many couples are choosing to have fewer children and to have those children somewhat later in life. The resulting demographic shift will present the nation with economic challenges, both to absorb the costs and to leverage the benefits of an aging population. Aging and the Macroeconomy: Long-Term Implications of an Older Population presents the fundamental factors driving the aging of the U.S. population, as well as its societal implications and likely long-term macroeconomic effects in a global context. The report finds that, while population aging does not pose an insurmountable challenge to the nation, it is imperative that sensible policies are implemented soon to allow companies and households to respond. It offers four practical approaches for preparing resources to support the future consumption of households and for adapting to the new economic landscape.

Book excerpt: The baby boom generation's entry into old age has led to an unprecedented increase in the elderly population. The social and economic effects of this shift are significant, and in Research Findings in the Economics of Aging, a group of leading researchers takes an eclectic view of the subject. Among the broad topics discussed are work and retirement behavior, disability, and their relationship to the structure of retirement and disability policies. While choices about when to retire are made by individuals, these decisions are influenced by a set of incentives, including retirement benefits and health care, and this volume includes cross-national analyses of the effects of such programs on these decisions. Furthermore, the volume also offers in-depth analysis of the effects of retirement plans, employer contributions, and housing prices on retirement. It explores well-established relationships among economic circumstances, health, and mortality, as well as the effects of poverty and lower levels of economic development on health and life satisfaction. By combining micro and macro evidence, this volume continues a tradition of expanding the research agenda on the economics of aging.

Book excerpt: With the long-term trend toward earlier retirement slowing, and the majority of older workers remaining in employment up to and beyond statutory retirement age, it is increasingly important that we understand how to react to these changes. Bridge employment patterns and activities have changed greatly over the past decade, yet there is little information about the benefits of the various different forms this can take, both for employees and employers. This comparative international collection provides the first comprehensive summary of the literature on bridge employment, bringing together experiences from Europe, the United States, Canada, Australia and Japan. It identifies the opportunities, barriers and gaps in knowledge and practice, whilst offering recommendations on how organisations and individuals can cope with future challenges in aging and work. Written by international experts in the field, each chapter also makes substantive and contextualized suggestions for public policy and organizational decision-makers, providing them with a roadmap to implement and integrate bridge employment into policies and practices designed to prolong working life - a priority for workers, organizations and societies in the coming decades. This unique research handbook will be useful to a wide range of readers with an interest in the new concept of bridge employment and the extension of working life, and of interest to researchers and practitioners in organizational behavior, labor market analysis, human resource management, career development/counselling, occupational health, social economy and public policy administration

Available in PDF, EPUB and Kindle. Book excerpt: More than a decade after the start of the transition process, unemployment rates remain in the double digits in a number of Central and Eastern European countries. That unemployment rates have failed to decline, even in countries experiencing good growth, is puzzling. In this paper the authors examine three interrelated questions: How has the transition from central planning to market economies affected labor market performance? How have labor market institutions and policies influenced developments? Why have regional differences in unemployment persisted? The authors take an eclectic methodological approach: construction of a new data set and a simple analytical model; econometric estimation; and case studies. They find that faster-performing countries have better unemployment records; that labor market policies have some, but not dominant, influence over labor market outcomes; that policies not typically viewed as labor market policies can nevertheless significantly affect labor markets; and that market processes cannot be relied on to eliminate regional differences in unemployment.

Available in PDF, EPUB and Kindle. Book excerpt: After two decades of rapid technological and structural change and an overall record of poor economic performance, Canadians need to take stock of the ongoing transformation of the labour market and its implications for public policy. The fundamental changes to the nature of work itself suggest that labour and social policies established decades ago may no longer be adequate or appropriate. Moreover, the continuing perception of increased instability and worsening employment outcomes, and the growing concern over increased earnings inequality and labour market polarisation, have raised serious questions about the role of government not only in addressing the consequences of economic adjustment but also in facilitating or, worse, hampering this process. In Adapting Public Policy to a Labour Market in Transition leading labour market specialists examine specific areas of public policy that have generated considerable attention and debate in recent years. They provide new evidence on issues of utmost concern to the well-being of Canadians and a solid assessment of the challenges and avenues for policy reform.

Early hopes for a rapid and smooth economic transformation soon turned out to be overly optimistic. Despite massive financial transfers, the political promise of a "blooming landscape" remains a vision. Actual developments have left deep scars on the labor market, and the effects will be felt for decades to come. Was this outcome to be expected, perhaps even inevitable? What went wrong, and what were the available options? Or is the current state of Eastern German labor market in fact better than is commonly assumed?
