In recent years, these Asian economies have become increasingly more open and export-driven, and there is strong interest all over the world in the Asian economic `miracle' among practitioners and scholars alike. Although much has been written on this region, few books have concentrated on the human resource aspects of this growth. The authors build on the basic premise that the initial success of these countries has lain in low wages and suppression of workers' rights. However, they point out that as employment relations evolve enterprises will either pull out due to rising wages, or stay and prosper by adapting to higher wages. Cases are provided to illustrate both of these features. The evidence in the book suggests that unless a synergy is created between firm-level and state-level human resource policies in areas such as skill formation and workers' need for voice, economic growth is unlikely to be sustainable.

Over the past 3 years new President of Uzbekistan Shavkat Mirziyoyev has fundamentally changed his approach to domestic and foreign policy of the country, due to which Central Asian region has entered a new stage in development of interactions in cultural and humanitarian cooperation. There arose a necessity of interaction between scientists to deepen cultural and humanitarian cooperation. Academician Kalandar Abdurakhmanov was the first who presented new generation textbook “Labor Economics: Theory and Practice” in Uzbek at international conference, and arose a great interest of international scientific community in this scientific work, as a result, the textbook was firstly translated from Uzbek into Russian, Kazakh, Kyrgyz, Tajik and English. And it is planned to publish the textbook in Chinese, Japanese, Malaysian and Indonesian. It shows that scientists of new generation and format are represented in the Republic of Uzbekistan. In February 2019, the leading academic economist, academician of the Academy of Sciences of the Republic of Uzbekistan, Kalandar Abdurakhmanov presented the fundamental work in Uzbek language “Labor Economics, Theory and Practice”, devoted to modern issues of sustainable employment formation and strengthening the role of human resources in modern conditions of innovative development of the economy. During the International Conference “Plekhanov International Readings”, a global scientific conference held in Tashkent, Uzbekistan in 2019, after acquaintance of the scientific community with this textbook, an idea of rector of the Russian Economic University named after G.V. Plekhanova, Victor Grishin to publish the Uzbek textbook “Labor Economics. Theory and Practice” in the Russian Federation in Russian language was put forward. It should be noted that the scientific community of a number of Central Asian states also showed their interest in this publication. This is due to the fact that the new, revised and updated edition of the textbook “Labor Economics. Theory and practice” of academician Kalandar Abdurakhmanov is a fundamental work, covering the latest achievements of this science. Writing of this textbook is totally a new step in the direction of high qualified personnel training that is full with innovative changes on a global scale. The scientific community of a number of foreign countries also showed their interest in the publication, as University students in developed countries study the sciences of Labor economics and Modern Labor economics, which cover the most modern areas of labor economics theory. In the textbook academician Kalandar Abdurakhmanov takes into account all the latest achievements in this discipline. The author of the textbook is academician of the Academy of Sciences of the Republic of Uzbekistan Kalandar Abdurakhmanov has extensive experience in this field. Scientific monographs, textbooks and tutorials of the academician are published in the USA, Germany, France, Norway, China, Malaysia, Indonesia, Finland, South Korea, Japan, Russia and other countries. Book excerpt: Some of the fundamental tenets of conventional economic wisdom, which have had a profound impact on public policy, are challenged in this book. These precepts include the affirmation that low wages are more beneficial that high wages to the process of growth and development; convergence in terms of output per person is just a matter of time; minimum wage laws and trade unions negatively impact on the economy as a whole; pay inequality due to labor market discrimination cannot persist over time; larger firms are typically more efficient than smaller firms; and culture is of little consequence to the course of economic development. Such predictions, the author argues, are a product of unrealistic behavioral assumptions about the economic agent. In this book, the author offers a more inclusive theoretical framework and a more reasonable modeling of the economic agent. This new approach is built upon conventional neoclassical theory while incorporating the most recent research in behavioral economics. The case is made that individuals have some choice over the quantity and quality of effort which they can supply in the process of production. Even under the constraints of severe product market competition and the assumption of `utility maximizing' individuals, effort need not be maximized, especially in firms characterized by antagonistic management-labor relations. This is especially true when relatively inefficient firms can remain competitive by keeping wages relatively low - low wages serve to protect such firms from more efficient firms. Alternatively, relatively high wage firms can remain competitive only if they become more productive. Under these assumptions, higher wages and factors contributing to higher wages can advance the performance of an economy while lower wages can have the opposite effect and cultural and institutional variables, by themselves, can affect the long run productivity and even the long run competitiveness of firms and economies. In summary, this book calls for a revised approach to the study of economics from a behavioral and socio-economic perspective, with significant consequences for public policy.
