Available in PDF, EPUB and Kindle. Book excerpt: Many financial advisors and much of the academic literature often argue that young people should place most of their savings in stocks. In contrast, a significant fraction of U.S. households do not hold stocks. Investors typically hold very little in stocks when they are young, progressively increase their holdings as they age, and decrease their exposure to stock market risk when they approach retirement. The authors show how long-run labor income risk helps explain this evidence. Moreover, they discuss the effect of long-run labor income risk on the valuation of pension plan obligations, their funding, and the allocation of pension assets across different investment classes. figures.

Book excerpt: The papers in this volume present an excellent sampling of the best of current research in labor economics, combining the most sophisticated theory and econometric methods with high-quality data on a variety of problems. Originally presented at a Universities-National Bureau Committee for Economic Research conference on labor markets in 1978, and not published elsewhere, the thirteen papers treat four interrelated themes: labor mobility, job turnover, and life-cycle dynamics; the analysis of unemployment compensation and employment policy; labor market discrimination; and labor market information and investment. The Introduction by Sherwin Rosen provides a thoughtful guide to the contents of the papers and offers suggestions for continuing research.

Book excerpt: "Policy-makers often call for expanding public spending on infrastructure, which includes a broad range of investments from roads and bridges to digital networks that will expand access to high-speed broadband. Some point to near-term macro-economic benefits and job creation, others focus on long-term effects on productivity and economic growth. This volume explores the links between infrastructure spending and economic outcomes, as well as key economic issues in the funding and management of infrastructure projects. It draws together research studies that describe the short-run stimulus effects of infrastructure spending, develop new estimates of the stock of U.S. infrastructure capital, and explore the incentive aspects of public-private partnerships (PPPs). A salient issue is the treatment of risk in evaluating publicly-funded infrastructure projects and in connection with PPPs. The goal of the volume is to provide a reference for researchers seeking to expand research on infrastructure issues, and for policy-makers tasked with determining the appropriate level of infrastructure spending"--

Book excerpt: An increasingly globalized world economy creates new economic, cultural, and social opportunities. Globalization also poses the challenge of ensuring that workers throughout the world share in these opportunities. In 1998 the International Labour Organization (ILO) adopted the Declaration on Fundamental Principles and Rights at Work, a set of core international labor standards embodying basic workers' rights. Carrying out this commitment to workers' rights requires an understanding of labor conditions and country-level compliance with these standards. The U.S. Department of Labor (DOL) contracted with the National Research Council (NRC) of the National Academies to advise the U.S. government on the design of an integrated and comprehensive system to monitor country-level compliance with these core international labor standards. The NRC has convened the Committee on Monitoring International Labor Standards (CMILS) to provide expert, science-based advice on monitoring compliance with international labor standards.

Available in PDF, EPUB and Kindle. Book excerpt: How are human capital investments allocated between women and men? What are the returns to investments in women's nutrition, health care, education, mobility, and training? In thirteen wide-ranging and innovative empirical analyses, Investment in Women's Human Capital explores the nature of human capital distributions to women and their effect on outcomes within the family. Section I considers the experiences of high-income countries, examining the limitations of industrialization for the advancement of women; returns to secondary education for women; and state control of women's education and labor market productivity through the design of tax systems and the public subsidy of children. The remaining four sections investigate health, education, household structure and labor markets, and measurement issues in low-income countries, including the effect of technological change on transfers of wealth to and from children in India; women's and men's responses to the costs of medical care in Kenya; the effects of birth order and sex on educational attainment in Taiwan; wage returns to schooling in Indonesia and in Cote d'Ivoire; and the increasing prevalence of female-headed households and the correlates of gender differences in wages in Brazil.

Available in PDF, EPUB and Kindle. Book excerpt: An essential resource for workers navigating their retirement and pension options, from the labor organizer's perspective. Researching retirement plans should not take the rest of your life, even if deciphering the relevant paperwork seems to have become a full-time job. Deliberately elaborate legalese is obscuring the efforts of financial elites to seize control of workers' collective retirement savings—and The Labor Guide to Retirement Plans is here to translate. Neoliberal retirement reforms have escalated elites' efforts to replace guaranteed workplace retirement plans with weak 401(k)-like savings accounts and risky stock market investment schemes. The result is arguably the largest source of labor value expropriation over the last four decades. In light of all this, what do workers need to know as they assess their future prospects—especially in terms of the security their retirement plans may or may not bring? What should union activists keep in mind as they push for the national and workplace reforms needed to produce greater retirement security? This nuts-and-bolts book provides a much-needed demystification of the retirement system. Even more than that The Labor Guide to Retirement Plans enables us to take charge of our own personal futures, as a first step towards taking back what belongs to us all.

Book excerpt: Labor Market Implications for Green Investments and Carbon Pricing in Spain green policies; input-output matrix; employment; occupations; skills ABSTRACT: We provide a tractable framework for assessing the labor market impact of policies that support the green transition of the Spanish economy, taking into account input-output linkages. We present illustrative examples that quantify changes in sectoral employment, occupations and skills stemming from two different green policies: (i) the announced green investments in the recovery plan; and (ii) an increase in carbon pricing and an expansion of the EU Emission Trading System (ETS). Our analysis shows that the labor market impact of these two policies is net positive, although the results depend on the design of the green policies, particularly on the use of the proceeds from the increase in carbon pricing. Strengthening active labor market policies, with a focus on training, and complementing them with education policies such as the expansion of vocational training, would facilitate the transition of workers from shrinking to expanding sectors.
