Within a few years the working age population will reach a historical peak, and then begin a precipitous decline. This fact, along with anecdotes of rapidly rising migrant wages and episodic labor shortages, has raised questions about whether China is poised to cross the Lewis Turning Point, a point at which it would move from a vast supply of low-cost workers to a labor shortage economy. Crossing this threshold will have far-reaching implications for both China and the rest of the world. This paper empirically assesses when the transition to a labor shortage economy is likely to occur. Our central result is that on current trends, the Lewis Turning Point will emerge between 2020 and 2025. Alternative scenarios—with higher fertility, greater labor participation rates, financial reform or higher productivity—may peripherally delay or accelerate the onset of the turning point, but demographics will be the dominant force driving the depletion of surplus labor.

Available in PDF, EPUB and Kindle. Book excerpt: The Unfinished Struggle is one of the most concise, comprehensive, and accessible histories of the modern American labor movement ever written. Labor scholar and activist Steve Babson's dramatic narrative examines the numerous attempts to organize workers from the Great Uprising of 1877 to the 'sitdown' strikes of the 1930s to the present day. Babson illuminates the tumultuous past, evolving agenda, and continuing conflicts of the labor movement. He carefully identifies the causes of labor's decline in recent decades and explains union leaders' attempts to revive their organizations. Most important, Babson shows readers how the fortunes of organized labor are tied to larger trends in American history.

Book excerpt: Artificial Intelligence is here, today. How can society make the best use of it? Until recently, "artificial intelligence" sounded like something out of science fiction. But the technology of artificial intelligence, AI, is becoming increasingly common, from self-driving cars to e-commerce algorithms that seem to know what you want to buy before you do. Throughout the economy and many aspects of daily life, artificial intelligence has become the transformative technology of our time. Despite its current and potential benefits, AI is little understood by the larger public and widely feared. The rapid growth of artificial intelligence has given rise to concerns that hidden technology will create a dystopian world of increased income inequality, a total lack of privacy, and perhaps a broad threat to humanity itself. In their compelling and readable book, two experts at Brookings discuss both the opportunities and risks posed by artificial intelligence--and how near-term policy decisions could determine whether the technology leads to utopia or dystopia. Drawing on in-depth studies of major uses of AI, the authors detail how the technology actually works. They outline a policy and governance blueprint for gaining the benefits of artificial intelligence while minimizing its potential downsides. The book offers major recommendations for actions that governments, businesses, and individuals can take to promote trustworthy and responsible artificial intelligence. Their recommendations include: creation of ethical principles, strengthening government oversight, defining corporate culpability, establishment of advisory boards at federal agencies, using third-party audits to reduce biases inherent in algorithms, tightening personal privacy requirements, using insurance to mitigate exposure to AI risks, broadening decision-making about AI uses and procedures, penalizing malicious uses of new technologies, and taking pro-active steps to address how artificial intelligence affects the workforce. Turning Point is essential reading for anyone concerned about how artificial intelligence works and what can be done to ensure its benefits outweigh its harm.

Book excerpt: This text discusses the current basis of economic growth, concluding that it is is failing to deliver, and is actually harming our prospects for future security. Further arguments propose a possible long-term strategy for economic revival - eco-restructuring. This strategy involves a shifting away from production of goods to production of services, closing material cycles and eliminating reliance on non-renewable resources.
