Ainsi, c'est à la lueur des faits, et non en fonction de préjugés ou de clichés, que les principales tensions inhérentes au sujet sont examinées : tension entre intérêt national et responsabilités internationales, entre motivations économiques et impératifs stratégiques, entre présidence impériale et tradition démocratique.
