Este libro puede ser utilizado como texto en cursos de macroeconomía y de política fiscal para estudiantes avanzados de pregrado y de maestría, y también como referencia para consultar aspectos puntuales en la teoría de las finanzas públicas. En efecto, las tres primeras partes del libro ofrecen una exposición amplia de temas importantes en la teoría de las finanzas públicas: el problema de la elección entre deuda pública e impuestos (primera parte), diversos aspectos teóricos sobre la deuda pública (segunda parte) y la teoría de tributación óptima con impuestos directos e indirectos (tercera parte).
