Élaboré par le Certu, en partenariat avec l'Inrets, les Cete et des professionnels directement en charge des PDU, ce guide s'adresse en priorité aux responsables politiques, aux chefs de projet PDU et aux techniciens de la sécurité. Il a pour ambition de faire prendre conscience de la réalité de l'insécurité des déplacements urbains. Il propose des solutions pour prévenir et traiter les accidents de la circulation en agglomération. Il met en lumière les liens étroits entre l'objectif " sécurité " et les autres objectifs du PDU dont le développement va souvent de pair, comme la multimodalité, le partage de la voirie, la qualité de vie... De nombreuses agglomérations françaises et étrangères se sont déjà attaquées au problème de l'insécurité. Leurs expériences, riches d'enseignements, témoignent que des solutions techniques éprouvées existent et sont mises en œuvre avec succès pour diminuer le nombre et la gravité des accidents. Elles montrent aussi que la lutte contre l'insécurité est une œuvre collective de longue haleine qui, pour réussir, réclame, de l'ensemble des acteurs engagés dans la démarche PDU, persévérance et cohérence dans la durée.
