A tenerli insieme è la personalità di alcuni capi: Mazzini, per ciò che concerne il profilo politico, Garibaldi e Pisacane per l’organizzazione militare, Mameli come espressione dell’ansia di rinnovamento dell’ultima generazione. Benché raccontata tante volte dai contemporanei e fatta oggetto di molte ricerche storiche, la Repubblica romana del ’49 ha sempre qualcosa di nuovo da dire. La si è vista spesso nella sua dimensione locale, ma è la natura stessa di sede del cattolicesimo universale a metterla al centro degli interessi internazionali. Considerata come un esempio circoscritto dello spirito di rivolta dei popoli dello Stato pontificio, offre invece un punto di raccolta a rivoluzionari anche stranieri, esprime con la sua Costituzione una rilevante sapienza giuridica e propone forme nuove di violenza urbana, senza escludere le donne, chiamate per la prima volta a una presenza non solo simbolica nelle fasi più cruente della lotta. È ricerca di una patria, ma è soprattutto aspirazione alla libertà. E nuovo è anche il riformismo sociale che caratterizza l’attività di governo, causa non ultima della risolutezza con cui le potenze europee, perfino quelle non cattoliche, accettano la repressione.

No collection of its constitutions has ever been published, nor any systematic interpretation of them has yet been written in spite of the fact that during the revolutionary upheaval of 1848-9, more than 40 constitutions were, with at least some sort of public legitimacy, drafted in Europe and most of them enacted.The twelve articles assembled in this volume were written to illustrate, with a focus on the organization of legislative and executive powers, some major aspects of this struggle.
