Book excerpt: Regulation of the Power Sector is a unified, consistent and comprehensive treatment of the theories and practicalities of regulation in modern power-supply systems. The need for generation to occur at the time of use occasioned by the impracticality of large-scale electricity storage coupled with constant and often unpredictable changes in demand make electricity-supply systems large, dynamic and complex and their regulation a daunting task. Arranged in four parts, this book addresses both traditional regulatory frameworks and also liberalized and re-regulated environments. First, an introduction gives a full characterization of power supply including engineering, economic and regulatory viewpoints. The second part presents the fundamentals of regulation and the third looks at the regulation of particular components of the power sector in detail. Advanced topics and subjects still open or subject to dispute form the content of Part IV. In a sector where regulatory design is the key driver of both the industry efficiency and the returns on investment, Regulation of the Power Sector is directed at regulators, policy decision makers, business managers and researchers. It is a pragmatic text, well-tested by the authors’ quarter-century of experience of power systems from around the world. Power system professionals and students at all levels will derive much benefit from the authors’ wealth of blended theory and real-world-derived know-how.

Available in PDF, EPUB and Kindle. Book excerpt: This book proposes a principled approach to the regulation of dispute resolution. It covers dispute resolution mechanisms in all their varieties, including negotiation, mediation, conciliation, expert opinion, mini-trial, ombud procedures, arbitration and court adjudication. The authors present a transnational Guide for Regulating Dispute Resolution (GRDR). The regulatory principles contained in this Guide are based on a functional taxonomy of dispute resolution mechanisms, an open normative framework and a modular structure of regulatory topics. The Guide for Regulating Dispute Resolution is formulated and commented upon in a concise manner to assist legislators, policy-makers, professional associations, practitioners and academics in thinking about which solutions best suit local and regional circumstances. The aim of this book is to contribute to the understanding and development of the legal framework governing national and international dispute resolution. Theory, empirical research and regulatory models have been taken from the wealth of experience in 12 jurisdictions: Austria, Belgium, Denmark, England and Wales, France, Germany, Italy, Japan, the Netherlands, Norway, Switzerland and the United States of America. Experts with a background in academia, practice and law-making describe and analyse the regulatory framework and social reality of dispute resolution in these countries. On this basis the authors draw conclusions about policy choices, regulatory strategies and the practice of conflict resolution. This title is included in Bloomsbury Professional's International Arbitration online service.

Available in PDF, EPUB and Kindle. Book excerpt: In this systematic approach to energy issues in Greek law, the author begins with the administrative organization of the energy sector and then in turn considers natural gas, renewable energy sources, lignite, petroleum and electricity, examining pervasive legal factors – e.g., competition, environment, tax – individually in each case. He clearly describes Greek law (and European law where applicable) affecting such factors as administrative services, research, prospecting, mining, licenses, land use planning, documentation, intergovernmental cooperation agreements, undertakings, facilities, storage, pricing, procurement and sales, transportation, transmission, distribution, and supply. More than a methodical inventory of the relevant information – hitherto available only in scattered and fragmented form – the book also identifies the fundamental legal issues and analyzes relevant case law. It will be welcomed by lawyers representing parties with interests in Greece, and by researchers and academics for its contribution to the study of comparative energy law.

This book was released on 2010 with total page 268 pages. Available in PDF, EPUB and Kindle. Ostensibly the European integration process has been interconnected with science and technology only in the last decade. On the other hand, since the 1950s EEC member states and would-be members have been engaged in several projects and attempts to cooperate in science and technology. National governments not only chose the intergovernmental way, but also they tried to take advantage of the communitarian framework. These attempts produced some successes inside the EEC including the European Commission's framework programme. Appart from some projects discussed at EEC level on automobile standardisation, nuclear energy and supplies during oil crisis, European cooperation in aircraft or electric power was successfully experimented but outside the communitarian networks. These experiences and debates on a European techno-scientific construction encountered competition from across the Atlantic as well as within Europe. As the most recent developments seem to prove, the European Union has to play a role of technological innovator. Thanks to a transnational and interdisciplinary historical approach, are we able to suggest which role, and by which trends?

Available in PDF, EPUB and Kindle. Book excerpt: Emil Kraft analyses the French capacity remuneration mechanism design and develops a capacity market model that draws upon an agent-based simulation. The capacity mechanism was implemented to mitigate the imminent risk to the security of supply and to complement the electricity markets. The author applies his model to real data in three scenarios and assesses both the impact of the mechanism on the development of the French generation fleet until 2050 and the evolution of the capacity prices. The key conclusions consist of the effectiveness and the controllability of the implemented mechanism. As a complement to functioning electricity markets it is able to provide sufficient investment incentives and thus to guarantee the French security of supply in the future.

Book excerpt: This book discusses renewable energy policy in oil and gas-wealthy Arab states and presents the reader with a well-informed overview of the national energy systems – both conventional and renewable. It also seeks to answer questions on the poor growth prospects by contextualizing the various national renewable energy production efforts in the other energy sectors, national and international power politics and energy markets. With a focus on the UAE and Algeria – who were both vocal in their promotion of renewable energies for domestic and export-oriented power production – these two cases studies are highlighted with common features both in terms of policies and energy systems and showing the vast differences between the governance contexts of the lower Gulf and of North Africa. Both country case studies also feature sections on the most visible renewable energy project connected to the country – the UAE’s Masdar project and Algeria’s energy efforts and relation to the trans-Mediterranean renewable energy efforts around the Desertec project. Building on original research in both countries and over 90 interviews with senior stakeholders in half a dozen states, this book seeks to contribute to both Middle Eastern and (renewable) energy policy studies. In combination with the transition management approach as innovation theory model this book covers a timely and important topic with a wide-ranging audience, both geographically and in terms of scientific background.

Available in PDF, EPUB and Kindle. Book excerpt: The book provides an analysis of the emergence, evolution, and transformation of transnational securities regulation and of the influences from and the interactions between global regulatory powers in the field. Combining insights from law and political science, the work employs a two-tier complementary "on-the-books" and "in-action” approach. The more classical "on-the-books" approach draws on scholarship in United States and European Union securities regulation; transnational regulation and global administrative law; regime complexity; global governance studies; and the regulatory production of the International Organisation of Securities Commissions (IOSCO). The law in-action approach leverages the author’s experience as Compliance senior professional in a multinational financial institution as well as research interviews with senior IOSCO staff. The author’s findings enable the reader to develop an original understanding of IOSCO, its standards, and its unique place in the transnational regulatory arena. They also challenge the doxa that the US are the only driving regulatory power in the securities area when in fact, other regulatory powers are emerging – for the time being, the EU. The balance has shifted and regulatory compromises are achieved at different points in the rule making process.

This book was released on 2021-07-01 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: How do ordinary people access justice? This book offers a novel socio-legal approach to access to justice, alternative dispute resolution, vulnerability and energy poverty. It poses an access to justice challenge and rethinks it through a lens that accommodates all affected people, especially those who are currently falling through the system. It raises broader questions about alternative dispute resolution, the need for reform to include more collective approaches, a stronger recognition of the needs of vulnerable people, and a stronger emphasis on delivering social justice. The authors use energy poverty as a site of vulnerability and examine the barriers to justice facing this excluded group. The book assembles the findings of an interdisciplinary research project studying access to justice and its barriers in the UK, Italy, France, Bulgaria and Spain (Catalonia). In-depth interviews with regulators, ombuds, energy companies, third-sector organisations and vulnerable people provide a rich dataset through which to understand the phenomenon. The book provides theoretical and empirical insights which shed new light on these issues and sets out new directions of inquiry for research, policy and practice. It will be of interest to researchers, students and policymakers working on access to justice, consumer vulnerability, energy poverty, and the complex intersection between these fields. The book includes contributions by Cosmo Graham (UK), Sarah Supino and Benedetta Voltaggio (Italy), Marine Cornelis (France), Anais Varo and Enric Bartlett (Catalonia) and Teodora Peneva (Bulgaria).
