Africa is urbanising rapidly, cross-border migration streams are swelling and globalising influences sweep across the continent. Africa is also facing up to the challenge of nurturing emergent democracies in which citizens often feel torn between older traditional and newer national loyalties. Accordingly, collective identities are deeply coloured by recent urban as well as international experience and are squarely located within identity politics where reconciliation is required between state nation-building strategies and sub-national affiliations. They are also fundamentally shaped by the growing inequality and the poverty found on this continent. These themes are explored by an international set of scholars in two South African and two Francophone cities. The relative importance to urban residents of race, class and ethnicity but also of work, space and language are compared in these cities. This volume also includes a chapter investigating the emergence of a continental African identity. A recent report of the Office of the South African President claims that a strong national identity is emerging among its citizens, and that race and ethnicity are waning whilst a class identity is in the ascendance. The evidence and analyses within this volume serve to gauge the extent to which such claims ring true, in what everyone knows is a much more complex and shifting terrain of shared meanings than can ever be captured by such generalisations.

Book excerpt: The World Bank insists that the urban share of sub-Saharan Africa's population is rapidly increasing - this study shows that in many countries this is no longer true as migration strategies have adapted in response to economic andpolitical change. Circular migration, whereby rural migrants do not remain permanently in town, has particular significance in the academic literature on development and urbanization in Africa, often having negative connotations in southern Africanist studies due to its links with an iniquitous migrant labour system. Literature on other African regions often views circular migration more positively. This book reviews the current evidence about circular migration and urbanization in sub-Saharan Africa. The author challenges the dominant view that rural-urban migration continues unabated and shows that circular migration has continued and has adapted, with faster out-migration in the face of decliningurban economic opportunities. The empirical core of the book illustrates these trends through a detailed examination of the case of Zimbabwe based on the author's longstanding research on Harare. The political and economic changes in Zimbabwe since the 1980s transformed Harare from one of the best African cities to live in over this period to one of the worst. Harare citizens' livelihoods exemplify, in microcosm, the central theme of the book: the re-invention of circulation and rural-urban links in response to economic change. Deborah Potts is a Senior Lecturer in the Geography Department of King's College London. She works in the broad research field of urbanization and migration in sub-Saharan Africa, particularly southern Africa and has conducted research on these themes in Harare in Zimbabwe since 1985. The impact of these policies is apparent in the redefinitions of the routes, itineraries and actors of migration. But their effect can also be felt in migrant categories and identities and in the perceptions of migrants in the societies through which they transit or the communities which they have left behind. By placing the problem of border control at the very heart of the migration issue, the policies aimed at the restriction of migration flows have changed the meaning and significance of migration. More than ever before, both migrants and institutions in charge of border control construe migration mostly around the challenge of border-crossing. In the Global South, the transit situation in which would-be border jumpers are retained blurs the distinction between temporary migration and settlement. This contributes to change, in various ways, the relationship to strangers, from renewed forms of solidarities to the reactivation of latent xenophobic sentiment, whether around the Mediterranean or en route towards South Africa, the other migration hub on the continent. This national champion was shaken in 2008, when it was obliged to introduce ‘load shedding’, or rolling blackouts, and again in late 2014. Trying to understand how and why one of the iconic pillars of South African state capitalism is now in distress, the authors of this book argue that the so-called electricity crisis is in fact a public monopoly crisis. Moving beyond technical aspects, they explore the relationship between state power and Eskom before, during and after apartheid. From this perspective, they suggest that the current technical and financial troubles of this public utility are illustrative of the weakening of its technopolitical regime, of how national institutions have governed Eskom’s technological development, and of the pursuit of political goals in the production of electrical power. Without a clear industrial strategy during the 2000s, Eskom became a powerful tool of Broad-Black Economic Empowerment as well as a neopatrimonial system which generates profits captured by the ruling party. As a result, crisis in Eskom shakes the whole political edifice. Inefficient and its finances increasingly under scrutiny, this state-owned enterprise’s existence as a monopolistic public utility is regularly a subject of debate. The authors discuss the ambivalent role of Eskom in the national energy transition policy and whether solutions point in the direction of de-integrating this public monopoly and allowing its current technopolitical regime to enter a planned or natural decline.
