En este contexto, la adaptación de los sistemas de salud emerge como una prioridad para enfrentar los desafíos de la emergencia climática, especialmente para los grupos vulnerables, como mujeres, niños, personas mayores, personas con discapacidad y pueblos indígenas. Se describen facilitadores para una transición justa hacia una sociedad resiliente al cambio climático, incluyendo diversas formas de justicia (reconocimiento, procedimental, distributiva, intergeneracional y epistémica). Así como también, el deber de los Estados de investigar y establecer prioridades de investigación como garantía del derecho a la salud. Se aborda la brecha epistémica en el acceso al conocimiento científico y se enfatiza la importancia de la justicia epistémica para superar desigualdades en el acceso y la utilización del conocimiento.

Este volumen se compone de tres apartados y un anejo de referencias bibliográficas. El primero de ellos corresponde a nociones teóricas que a manera de introducción nos acerca a la materia. El segundo desarrolla los tipos de afectaciones que el fenómeno ambiental viene provocando en desmedro de determinados derechos humanos. El tercero da cuenta de las vulneraciones diferenciadas del fenómeno climático y plantea posibles salidas a esta crisis de larga data. El primer apartado cuenta con los artículos de Elizabeth Salmón, Cristina Blanco, Deborah Delgado e Iván Lanegra. Salmón inaugura la sección poniendo énfasis a las ventajas y dificultades de incluir el marco teórico de los derechos humanos en la lucha contra el cambio climático. Blanco, por su parte, indaga sobre el rol activo-pasivo del sector privado y de las empresas en el fenómeno medioambiental. Lanegra, en cambio, presta atención a la gobernanza climática en el marco de un enfoque de derechos. Para cerrar esta sección, Delgado traza a manera de "ensayo" una tipología que facilita la comprensión de la relación cambio climático - derechos humanos para los movimientos sociales. En el segundo apartado Hugo Cahueñas nos habla de las obligaciones estatales en la protección del derecho a una vivienda a propósito de la gestión de riesgos de desastres. De otro lado, Juan Francisco Acevedo destaca la importancia del derecho al agua en el contexto de la crisis hídrica global y lo hace mediante el estudio de la Región Andina Central. Por su parte, María José Veramendi problematiza los impactos del cambio climático sobre el derecho a la alimentación adecuada en Perú evaluando las respuestas del Estado. Pedro Francke cierra esta sección preguntándose sobre los efectos del cambio climático al derecho a la salud en el Perú de hoy. El último apartado del libro cuenta con los notables artículos de Cécile Blouin, Óscar Espinosa y Marcela Huaita. Desde una perspectiva de derechos humanos, Blouin analiza los impactos del cambio climático en los procesos migratorios, así como las diversas acciones -y omisiones- de los Estados en la región hacia este fenómeno. Espinosa, por su parte, sitúa la problemática ambiental desde las percepciones indígenas de la Amazonía peruana a la luz del derecho al autogobierno. Para cerrar esta sección, Huaita nos ofrece una interesante reflexión sobre la mayor vulnerabilidad de las mujeres frente al cambio climático en razón a su rol en la sociedad. Pero además, para agravar la situación, la autora demuestra cómo la política de la región de Cajamarca invisibiliza las acciones lideradas por mujeres orientadas a mitigar los efectos del fenómeno ambiental. Escrito en una prosa cuidada y accesible, y sustentado en un amplio corpus bibliográfico y teórico, este libro coordinado por Elizabeth Salmón constituye una importante contribución a los estudios en derechos humanos de Perú. De un lado, promueve una discusión local en torno a la problemática del cambio climático desde nuevos cuestionamientos y diversas perspectivas; de otro, aporta valiosa información para la adopción de medidas que desde lo interseccional hagan frente al cambio climático y sus efectos en la región.
