Available in PDF, EPUB and Kindle. Book excerpt: Focusing on paid work that blurs traditional legal boundaries and the challenge this poses to traditional forms of labour regulation, this collection of original case studies illustrates the wide range of different forms of regulation designed to provide decent work. The original case studies cover a diversity of workers from across developed and developing countries, the formal and informal economies and public and private work spaces. Each deals with the failings of traditional labour law, and several explore the capacity of different forms of regulatory techniques, such as commercial law, corporate codes of conduct, or supply chain regulation, to protect workers.

It is free to read at Oxford Scholarship Online and offered as a free PDF download from OUP and selected open access locations. In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.

Book excerpt: Among the multiplicity of objectives that high quality child care can meet is the pivotal goal of promoting equality for women. This paper identifies what has been happening in child care over the last decade, describes policy options for the commencement of Canada's long-recommended national child care policy, and suggests that a successful resolution to the child care dilemma would serve as a good test for assessing the effectiveness of the new social union. Topics covered are: deficit reduction and devolution; downsizing and deregulation; the impacts on women; promises, promises; can Canada work without child care.

Available in PDF, EPUB and Kindle. Book excerpt: In Constructing Policy Change, Linda A. White examines the expansion of early childhood education and care (ECEC) policies and programs in liberal welfare states, including Australia, Canada, New Zealand, the UK, and the USA. In the first part of the book, the author investigates the sources of policy ideas that triggered ECEC changes in various national contexts. This is followed by a close analysis of cross-national variation in the implementation of ECEC policy in Canada and the USA. White argues that the primary mechanisms for policy change are grounded in policy investment logics as well as cultural logics: that is, shifts in public sentiments and government beliefs about the value of ECEC policies and programs are rooted in both evidence-based arguments and in principled beliefs about the policy. A rich, nuanced examination of the reasons motivating ECEC policy expansion and adoption in different countries, Constructing Policy Change is a corrective to the comparative welfare state literature that focuses on political interest alone.

Available in PDF, EPUB and Kindle. Book excerpt: An examination of Basque nationalism from a historical perspective. Basque nationalism has been extensively examined from the perspectives of Basque culture and internal conditions in the Basque Country, but André Lecours is among the first to demonstrate how Basque nationalism was shaped by the many forms and historical phases of the Spanish state. His discussion employs one of the most debated approaches in the social sciences—historical institutionalism—and it includes an up-to-date examination of the circumstances for, and consequences of, recent events such as ETA's announcement in 2006 of a permanent cease-fire. Lecours also analyzes other aspects of Basque nationalism, including the international relations of the Basque Autonomous Government, as well as the responses of the contemporary Spanish state and how it deploys its own brand of nationalism. Finally, the book offers a comparative discussion of Basque, Catalan, Scottish, Flemish, and Quebecois nationalist movements, suggesting that nationalism in the Basque Country, despite the historical presence of violence, is in many ways similar to nationalism in other industrialized democracies. Basque Nationalism and the Spanish State is an original and provocative discussion that is essential reading for anyone interested in the Basques or in the development of modern nationalist movements.

Available in PDF, EPUB and Kindle. While the amount of cross-national comparative research has continued to grow, especially in Europe, remarkably little attention has been devoted to epistemological and methodological questions. Papers in this book by historians, sociologists, economists and political scientists aim to contribute to this insufficiently explored research topic. Drawn from various European countries, they explain how they construct their research objects. They address the role of languages in comparative research and they all try to reach beyond the opposition between universalism and culturalist relativism or particularism. The authors draw on their extensive empirical knowledge to produce a useful instrument for researchers. Their writing will also find important echoes among practitioners of social policies, who are increasingly confronted with international situations and need models to interpret the practical differences they experience.

Available in PDF, EPUB and Kindle. Book excerpt: In the late 1970s, feminist historians urged us to “rethink” Canada by placing women’s experiences at the centre of historical analysis. Forty years later, feminism continues to inform history writing and has inspired historians to look beyond the nation and adopt a more global perspective. This exciting new volume of original essays opens with a discussion of the themes and methodological approaches that have preoccupied historians over the past twenty years. The chapters that follow showcase the work of new and established scholars who draw on critical race theory, postcolonial theory, and transnational history to re-examine familiar topics such as biography and oral history, paid and unpaid work, marriage and family, and women’s political action. Whether they focus on the marriage of Governor James Douglas and his Metis wife, Amelia, or on the experiences of Québécois domestic workers in the 1970s, the contributors demonstrate the continued relevance of history informed by feminist perspectives and open a much-needed dialogue between francophone and anglophone historians in Canada.
