Les textes ont été rédigés à partir des communications présentées à un atelier de travail interdisciplinaire financé par la Fondation allemande pour la Recherche (DFG), à Bamako en février 2011. Des études empiriques sur l'espace Sahara-Sahel y ont été mises en lumière dans une perspective "vue de loin", qui compare les conditions politiques et administratives des mobilités en Afrique de l'Ouest et en Amérique latine. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

Aux aléas climatiques s'ajoute le problème de la fertilité des sols caractérisé le plus souvent par un faible taux de matières organiques : carence en phosphore et en azote, complexe absorbant insuffisant, petite capacité de rétention en eau, etc. Enfin, dans les régions à forte densité de population ( exemples du Ghana et du Togo ), le taux de croissance démographique élevé agit négativement sur le potentiel foncier, caractérisé par la dégradation des ressources naturelles. Les auteurs exposent ici les réalités de ces facteurs déterminants pour la sécurité alimentaire, afin de permettre aux décideurs de mieux les intégrer à leur politique de développement du secteur agricole.

This way of thinking, totally foreign to African societies for a long time, has generated today more contradictions than it can ever solve. The authors of this book make a clear distinction between territory formation "from the top" as being a deliberate political project, and its formation "from below" as being a more diffused historical process which is determined by the scheme of antagonisms and compromises between social forces.
