In the aftermath of colonialism the Cold War became a dominant paradigm that defined the nature of the continent’s relationship with the rest of the world. The contemporary forces of globalization are now exerting an undue influence and impact upon Africa’s international relations. Increasingly, the African continent is emerging as a vocal, and in some respects an influential, actor in international relations. There is a paucity of analysis and research on this emerging trend. This timely book proposes to fill this analytical gap by engaging with a wide range of issues, with chapters written by experts on a variety of themes. The emerging political prominence of the African continent on the world stage is predicated on an evolving internal process of continental integration. In particular, there are normative and policy efforts to revive the spirit of Pan-Africanism: the 21st century is witnessing the evolution of Pan-Africanism, notably through the constitution and establishment of the African Union (AU). Given the fact that there is a dearth of analysis on this phenomemon, this volume will also interrogate the notion of Pan-Africanism through various lenses – notably peace and security, development, the environment and trade. The volume will also engage with the emerging role of the AU as an international actor, e.g. with regard to its role in the reform of the United Nations Security Council, climate change, the International Criminal Court (ICC), the treaty establishing Africa as a nuclear-free zone, Internally Displaced Persons, the Millennium Development Goals (MDGs), international trade, the environment, public health issues, security, and development issues. This book will assess how the AU’s role as an international actor is complicated by the difficulty of promoting consensus among African states and then maintaining that consensus in the face of often divergent national interests. This book will in part assess the role of the AU in articulating collective and joint policies and in making interventions in international decision and policy-making circles. The Handbook will also assess the role of African social movements and their relationship with global actors. The role of African citizens in ameliorating their own conditions is often underplayed in the international relations discourse, and this volume will seek to redress this oversight. Throughout the book the various chapters will also assess the role that these citizen linkages have contributed towards continental integration and in confronting the challenges of globalization.

The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South–South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernisation and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research – including more than 280 interviews – conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations – one based on public policy analysis and international political sociology – she moves beyond a debate about conventional notions of international power. Decentralization, attempted democratization via ethno-national representation, and partial economic liberalization have reconfigured Ethiopian society and state in the past two decades. Yet, as the contributors to this volume demonstrate, ‘democracy’ in Ethiopia has not changed the authority structures and the culture of centralist decision-making of the past. The political system is tightly engineered and controlled from top to bottom by the ruling Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF). Navigating between its 1991 announcements to democratise the country and its aversion to power-sharing, the EPRDF has established a de facto one-party state that enjoys considerable international support. This ruling party has embarked upon a technocratic ‘developmental state’ trajectory ostensibly aimed at ‘depoliticizing’ national policy and delegitimizing alternative courses. The contributors analyze the dynamics of authoritarian state-building, political ethnicity, electoral politics and state-society relations that have marked the Ethiopian polity since the downfall of the socialist Derg regime. The notion of boundary is universal as boundaries are also an important part of human social organization. Through the ages, boundaries have remained the container by which national space is delineated and contained. With their dual character of exclusivism and inclusivism, states have proven to adopt a more structural approach to the respect of the former in consciousness of the esteem of international law governing sovereignty and territorial integrity. However, frontier peoples and their realities have often opted for the latter situation, imposing a more functionalist perception of these imaginary lines and prompting a border opinion shift to a more blurring form of representation and meaning in most African communities.
