Book excerpt: La présente thèse a pour objet, à partir d'une analyse empirique réalisée sur un échantillon de trente cinq collectivités locales françaises, de définir une typologie d'approches en terme de planification stratégique et de programmation des dépenses d'investissements. Au titre de la planification stratégique, deux modèles se sont dégagés. Il s'agit d'une part des projets de territoire caractérisés par la volonté de mobiliser les hommes et d'autre part du plan stratégique qui cherche à développer la mise en oeuvre technique de la stratégie. Ces outils de management public tendent à mettre en place un " système autocorrecteur " de la stratégie et des politiques publiques poursuivies au travers de leur évaluation. Puis après avoir analysé des techniques de programmation des dépenses d'investissements (y compris celle des contrats de plan Etat régions) qui participent à l'exécution de la stratégie préétablie, on a constaté que le droit budgétaire n'est pas un frein à la pluriannualité. Plus largement les règles de droit régissant l'ensemble de ces matières peuvent favoriser le recours à ce type d'approches et parallèlement ont tendance à s'enrichir sous l'effet du développement de ces techniques dans les collectivités locales. Ainsi la confrontation du droit financier local et des pratiques de gestion des collectivités locales françaises permet de mettre en évidence le caractère évolutif du droit. De même, la conciliation de leurs objectifs passe-t-elle par une conception souple du premier.

Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured.
