Book excerpt: OECD reviews of national education policies seeks to provide a means for member countries to engage their peers in reviewing their country's policies. This review looks at the tertiary education system in Switzerland, including a background report prepared by the Swiss authorities, and the OECD examiners' report. It finds that the Swiss university system is of a high international standard, complemented by a broad system of vocational training, parts of which were recently upgraded to the tertiary level. Reforms have been successful in improving access to and providing greater diversity of tertiary education. Recommendations made include additional measures expanding study in the newly created universities of applied sciences, more flexible arrangements to meet adult learning needs, strengthened university level research in social sciences, improving effective internal management of the tertiary sector and improving the Swiss knowledge base on tertiary education.

The first part of the book is devoted to a comparative analysis of the major trade agreements in Europe, the Americas and the Asia Pacific Area. Covers also an emerging new form of inter-regionalism. The second part presents a comparative analysis of the treatment of selected issues under the major regional trade agreements in the world and their relation with existing or emerging multilateral rules. Finally, discusses the extent to which multilateral rules acted as a constraint on regional trade arrangements under the GATT or the new WTO.

Available in PDF, EPUB and Kindle. Book excerpt: Universities worldwide are experiencing rapid and substantial change. Will the universities of the 21st century be recognized as the institutions we know in the late 1990s? This text discusses the nature of universities emerging in different parts of the world, the conditions which shape and constrain them, their common features, and the main faultlines which define their difference. The 20 contributors from four continents address three major topics: what will count as important knowledge, how will it be organized, and how will it be researched and taught?; who will be the university's students, and how will access to and participation in our universities develop?; how will the management and organization of institutions change, how much autonomy will be appropriate at the levels of the individual, the department and the university, and what will be decided by the market or the state? Two themes pervade this book. The first is the recognition that higher education, like the economy, has become global; and the second is the role of technology (which is a significant enabler of global communication in higher education).

Book excerpt: Official figures classify some fifty million of the world’s people as 'victims of forced displacement'. Refugees, asylum seekers, disaster victims, the internally displaced and the temporarily tolerated - categories of the excluded proliferate, but many more are left out of count. In the face of this tragedy, humanitarian action increasingly seems the only possible response. On the ground, however, the 'facilities' put in place are more reminiscent of the logic of totalitarianism. In a situation of permanent catastrophe and endless emergency, 'undesirables' are kept apart and out of sight, while the care dispensed is designed to control, filter and confine. How should we interpret the disturbing symbiosis between the hand that cares and the hand that strikes? After seven years of study in the refugee camps, Michel Agier reveals their 'disquieting ambiguity' and stresses the imperative need to take into account forms of improvisation and challenge that are currently transforming the camps, sometimes making them into towns and heralding the emergence of political subjects. A radical critique of the foundations, contexts, and political effects of humanitarian action.
