Book excerpt: The International Assessment of Agricultural Knowledge, Science, and Technology for Development (IAASTD) looks realistically at how we could effectively use agriculture/AKST to help us meet development and sustainability goals. An unprecedented three-year collaborative effort, the IAASTD involved more than 400 authors in 110 countries and cost more than $11 million. It reports on the advances and setbacks of the past fifty years and offers options for the next fifty years. The results of the project are contained in seven reports: a Global Report, five regional Sub-Global Assessments, and a Synthesis Report. The Global Report gives the key findings of the Assessment, and the five Sub-Global Assessments address regional challenges. The volumes present options for action. All of the reports have been extensively peer-reviewed by governments and experts and all have been approved by a panel of participating governments. The Sub-Global Assessments all utilize a similar and consistent framework: examining and reporting on the impacts of AKST on hunger, poverty, nutrition, human health, and environmental/social sustainability. Speculation abounds, but until now no one had marshaled hard evidence to explain the complexities of this relationship. Drawing on data from surveys and original experiments they conducted in the United States and Mexico, Jennifer Merolla and Elizabeth Zechmeister demonstrate how our strategies for coping with terrorist threats significantly influence our attitudes toward fellow citizens, political leaders, and foreign nations. The authors reveal, for example, that some people try to restore a sense of order and control through increased wariness of others—especially of those who exist outside the societal mainstream. Additionally, voters under threat tend to prize “strong leadership” more highly than partisan affiliation, making some politicians seem more charismatic than they otherwise would. The authors show that a wary public will sometimes continue to empower such leaders after they have been elected, giving them greater authority even at the expense of institutional checks and balances. Having demonstrated that a climate of terrorist threat also increases support for restrictive laws at home and engagement against terrorists abroad, Merolla and Zechmeister conclude that our responses to such threats can put democracy at risk.

Figueroa-Vásquez juxtaposes Afro-Latinx and Afro-Hispanic diasporic artists, analyzing work by Nelly Rosario, Juan Tomás Ávila Laurel, Trifonia Melibea Obono, Donato Ndongo, Junot Díaz, Aracelis Girmay, Loida Maritza Pérez, Ernesto Quiñonez, Christina Olivares, Joaquín Mbomio Bacheng, Ibeyi, Daniel José Older, and María Magdalena Campos-Pons. Figueroa-Vásquez’s study reveals the thematic, conceptual, and liberatory tools these artists offer when read in relation to one another. Decolonizing Diasporas examines how themes of intimacy, witnessing, dispossession, reparations, and futurities are remapped in these works by tracing interlocking structures of oppression, including public and intimate forms of domination, sexual and structural violence, sociopolitical and racial exclusion, and the haunting remnants of colonial intervention. Figueroa-Vásquez contends that these diasporic literatures reveal violence but also forms of resistance and the radical potential of Afro-futurities. This study centers the cultural productions of peoples of African descent as Afro-diasporic imaginaries that subvert coloniality and offer new ways to approach questions of home, location, belonging, and justice.

Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. Focusing on these two cases, this book explores the causes of systemic collapse. To date, scholars have pointed to economic crises, the rise of the informal economy, and the charisma and political brilliance of Fujimori and Chavez to explain the changes in Peru and Venezuela. This book uses economic data, surveys, and experiments to show that these explanations are incomplete. Political scientist Jason Seawright argues that party-system collapse is motivated fundamentally by voter anger at the traditional political parties, which is produced by corruption scandals and failures of representation. Integrating economic, organizational, and individual considerations, Seawright provides a new explanation and compelling new evidence to present a fuller picture of voters' decisions and actions in bringing about party-system collapse, and the rise of important outsider political leaders in South America.

Our witness today will point out that corruption goes far beyond the loss of foreign aid dollars and foreign corrupt practices such as bribery and places our businesses at a competitive disadvantage. Public corruption can undermine our most important interests in security and stability. Our witnesses today will argue there is a direct connection between the abuse of authority and the breakdown in governance. In some cases, widespread abuses can stoke the fires of populism against corrupt governments, increasing the chances of instability or even violence. In the most extreme cases, we risk seeing important countries fall prey to predatory officials determined to enrich themselves at the cost of their citizens' welfare. Such states, when coupled a government monopoly on power, can present extraordinary national security risk to the United States. If we want to fight corruption effectively and institute norms of government accountability, we have to develop smart strategies that allow us to target efforts at multiple levels of government and the population at large. We must be firm but fair, recognizing that cultivating a culture of public integrity may, in many countries, take a very, very long time. The challenge for us is to help governments make progress on reducing corruption while still continuing to work with them on a range of issues important to us.
