El estudio de este instrumento urbanístico, al servicio de la protección de los bienes inmuebles que por su interés cultural merecen conservación y defensa, se desarrolló desde un enfoque pluridisciplinar, a un doble nivel. Por un lado, en su contexto jurídico, caracterizado por el nuevo tratamiento que este instrumento urbanístico tiene en la legislación del Principado de Asturias (Ley 1/2001 de 6 de marzo, de Patrimonio Cultural, y Ley 3/2002, de 19 de abril, de Régimen del Suelo y Ordenación Urbanística). Por otro, en el contexto de su gestión, en tanto que la actividad de catalogación exige su consideración como una tarea científica que demanda una técnica profesional y una determinada metodología. En ambos casos el objetivo fue proporcionar una formación especializada, llevada a cabo por profesorado universitario y por profesionales que cuentan con una destacada cualificación en sus respectivos ámbitos y amplia trayectoria en la realización de tareas de catalogación protectora.
