Ce regain démographique s'accompagne d'une progression rapide des emplois et du revenu. Cette dynamique de développement des espaces non métropolitains interroge la théorie et les experts. La capacité productive des espaces ne semble plus suffisante pour décrire et expliquer ces nouvelles tendances. Selon la théorie de la base, produire et exporter des biens et services ne serait qu'un des moteurs des économies locales. Les revenus de transferts, les salaires des agents de la fonction publique et des migrants alternants, les retraites et les dépenses des touristes sont autant de revenus qui irriguent les territoires indépendamment de leur capacité productive. Comment se combinent aujourd'hui ces différents facteurs de développement local ? Particulièrement hétérogènes, encore productifs, de plus en plus résidentiels et récréatifs, les espaces ruraux français constituent un terrain d'étude favorable pour comprendre l'émergence d'un (ou des) modèle(s) de développement non métropolitain.
