En d'autres termes, la notion de maltraitance désigne des réalités historiques et son champ a subi une "extension sémantique" considérable en 40 ans. pourquoi cette "levée du voile" ? Comment s'est-elle réalisée ? Plus largement ce travail est animé par un véritable projet : mener de front l'histoire de l'enfance maltraitée et celle du placement familial à partir des archives de l' A.S.E. et d'entretiens menés auprès de professionnels. La construction sociale et historique du concept de maltraitance recouvre en partie les évolutions longitudinales des pratiques et surtout des argumentations autour des cas de placements familiaux. Si l'histoire du placement familial est celle du passage de la sanction des comportements parentaux déviants à une attitude moins tranchée, séparer un enfant d'un milieu dont l'influence est jugée pernicieuse est une pratique pérenne en travail social. En revanche, la façon de justifier les "retraits" d'enfants a considérablement évolué. L'analyse des discours permet, elle, de "lire" la "publicisation" des maltraitances infantiles à l'aune de la rencontre de plusieurs facteurs : sociétaux, juridiques, politiques et internes.
