Book excerpt: L'Agence nationale pour la rénovation urbaine (ANRU) est le " guichet unique " de l'État et de ses partenaires pour le financement des projets de rénovation en zones urbaines sensibles. Son objectif est de réaliser le programme national de rénovation urbaine (PNRU) et d'appuyer les collectivités locales, porteuses de projets, à élaborer les dossiers et à accompagner leur réalisation. Au niveau local, les collectivités, les services déconcentrés de l'Etat et les autres maîtres d'ouvrage (bailleurs sociaux, aménageurs...) forment un partenariat plus ou moins fécond au service de la réalisation des projets de rénovation urbaine. S'attachant depuis sa création à promouvoir des projets intégrés de développement urbain et social dans les quartiers, le CES de l'ANRU a souhaité analyser l'évolution de la gouvernance du programme national de rénovation urbaine, aux niveaux local et national, ainsi que leur articulation. A partir de la réalisation de plus de 150 entretiens avec des acteurs de la gouvernance du programme et de l'analyse détaillée d'une douzaine de projets, l'équipe dresse le constat d'une multiplicité de gouvernances locales produites par les territoires. Cette équipe est constituée de chargés d'études de l'agence de recherche Aristat (Mathilde Cordier, Camille Devaux, Paul Gaudric, Emilie Saint-Macary) et de deux universitaires Jean-Claude Driant (Professeur à l'Institut d'Urbanisme de Paris) et Yoan Miot (Maître de Conférences à l'Institut Français d'Urbanisme). Face à une gouvernance trop souvent mal interprétée et réduite à la " doctrine " de l'ANRU et au retour de l'Etat centralisateur, cette enquête pointe la prégnance des configurations locales et des marges de manœuvre très importantes qu'ont eu les acteurs locaux. Ce constat invite à repenser la prise en compte de la différenciation territoriale dans les politiques urbaines, et notamment le nouveau programme national de renouvellement urbain.

Book excerpt: Even though the policy impact of Catholicism has increasingly been acknowledged, existing scholarship lacks a coherent view on its changing influence over time and in different political contexts. In this book, Fabio Bolzonar investigates the influence of Catholicism on developments in French social protection from World War II to the mid-2010s. He discusses the factors that have favoured or inhibited it and explores the hybridization between Catholic values and secular principles in the social engagement of Catholic actors in secular France. By doing so, this multidisciplinary study integrates current scholarship, which has given limited attention to the changing patterns of Catholic involvement in the social policy domain over a long period of time, and the renewed influence of Catholic values in secularized societies. Catholic mobilization has relocated from the political to the civil society sphere, making voluntary organizations and social movements, rather than political parties, the main channels for defending Catholic values in secular France. Rather than marginalizing Catholicism, this process has opened up new opportunities for Catholic actors and values to play a significant role in society and politics. Bolzonar identifies two divergent scenarios that define Catholic social engagement in contemporary France: either the strengthening of new forms of institutional collaboration between Catholic-inspired philanthropic organizations and public administrations in the interest of socially vulnerable citizens, or the emergence of new ideological conflicts on gender- and sexuality-related issues.

Book excerpt: La dynamique de perte de centralité de l'État dans la gestion territoriale amorcée à la fin des années 1970 semblait inexorable. Il s'agissait en réalité d'un intermède historique. Ne disposant plus des ressources d'autorité nécessaires pour imposer hiérarchiquement ses choix aux acteurs locaux et les coordonner, l'État s'est cantonné pendant les années 1980 et 1990 dans une fonction d'animation de la coopération, laissant aux élus locaux la définition des fins de l'action. Les réformes institutionnelles des années 2000 ont rebattu les cartes du gouvernement des territoires, pour faire émerger une forme inédite de gouvernement à distance : l'État s'est retiré de la cogestion des territoires, confiant aux élus locaux la pleine responsabilité de la mise en oeuvre et de la mise en cohérence des politiques publiques ; mais il a subtilement repris en main la définition des finalités de ces politiques, en s'appuyant sur des instruments de mise en concurrence nationale des territoires pour l'accès à ses ressources qui incitent les acteurs locaux à se conformer, en toute liberté, à ses priorités. Cette thèse s'appuie sur un postulat, suivant lequel les grands ensembles d'habitat social constituent des prismes efficaces pour révéler les traits structurants de la gestion publique des territoires et analyser les évolutions de cette dernière au cours de dernier demi siècle. Trois modèles successifs de gestion territoriale des territoires émergent de l'examen de la construction des ZUP entre 1958 et 1973 (le jacobinisme apprivoisé), puis des programmes de la politique de la ville expérimentés à partir de cette date en réponse aux difficultés de ces quartiers, qui sont montés en puissance dans les années 1980 et 1990 à mesure de l'approfondissement de la crise socio urbaine (la gouvernance territoriale) et enfin de la politique de rénovation urbaine qui organise leur démolition depuis 2003 (le gouvernement à distance).
