La segunda parte analiza los efectos de la liberalización comercial, la globalización financiera y del crecimiento económico en la desigualdad bruta. Finalmente, la tercera y última parte, se centra en la labor redistributiva del Sector Público. Por lo tanto, se trata de analizar los efectos sobre la desigualdad neta, así como los efectos de la globalización en la propia capacidad redistributiva de los Gobiernos. Una vez analizados estos dos aspectos, se exponen algunas posibles soluciones al problema de la imposición en un mundo global.
