Book excerpt: Among the multiplicity of objectives that high quality child care can meet is the pivotal goal of promoting equality for women. This paper identifies what has been happening in child care over the last decade, describes policy options for the commencement of Canada's long-recommended national child care policy, and suggests that a successful resolution to the child care dilemma would serve as a good test for assessing the effectiveness of the new social union. Topics covered are: deficit reduction and devolution; downsizing and deregulation; the impacts on women; promises, promises; can Canada work without child care.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on paid work that blurs traditional legal boundaries and the challenge this poses to traditional forms of labour regulation, this collection of original case studies illustrates the wide range of different forms of regulation designed to provide decent work. The original case studies cover a diversity of workers from across developed and developing countries, the formal and informal economies and public and private work spaces. Each deals with the failings of traditional labour law, and several explore the capacity of different forms of regulatory techniques, such as commercial law, corporate codes of conduct, or supply chain regulation, to protect workers.

Book excerpt: Larry Prochner and Nina Howe reflect the variation within the field by bringing together a multidisciplinary group of experts to address key issues in the field: What programs are currently available and what are their origins? How are adults prepared for work in these programs? How do children within the programs spend their day? What policies guide the programs? How has the field reflected on itself through research? There are no simple answers, but the essays in this collection contribute to a creative reframing of the questions. The authors include psychologists, sociologists, historians, teacher educators, and social policy analysts.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years public management research in a variety of disciplines has paid increasing attention to the role of citizens and the third sector in the provision of public services. Several of these efforts have employed the concept of co-production to better understand and explain this trend. This book aims to go further by systematizing the growing body of academic papers and reports that focus on various aspects of co-production and its potential contribution to new public governance. It has an interdisciplinary focus that makes a unique contribution to the body of knowledge in this field, at the cross-roads of a number of disciplines - including business administration, policy studies, political science, public management, sociology, third sector studies, etc. The unique presentation of them together in this volume both allows for comparing and contrasting these different perspectives and for potential theoretical collaboration and development. More particularly, this volume addresses the following concerns: What is the nature of co-production and what challenges does it face? How can we conceptualize the concept of co-production? How does co-production works in practice? How does co-production unfold in reality? What can be the effects of co-production? And more specific, firstly, how can co-production contribute to service quality and service management in public services, and secondly, what is the input of co-production on growing citizen involvement and development of participative democracy?

Available in PDF, EPUB and Kindle. Book excerpt: Written by two leading international experts, Early Childhood in the Anglosphere offers a unique comparison of early childhood education and care services, and parenting leave, across seven high-income Anglophone countries. Peter Moss and Linda Mitchell explore what these systems have in common, including the dominance of ‘childcare’ services, widespread privatisation and marketisation, and weak parenting leave. They highlight the substantial failings of these systems, and the causes and consequences of these failings. But this book is ultimately about hope, about how these failings might be made good through major changes. In other words, it is about transformation: why transformation is both necessary and possible at this particular time, what transformation might look like, and how it might happen. Part of that transformation concerns the need for new policies and structures, but even more it is about how the Anglosphere thinks about early childhood. The authors call for turning away from conceptualising early childhood services as `childcare' and marketised businesses selling commodities to parent-consumers; and for reconceptualising them as education imbued with an ethics of care, a public good available as a right to all children and families, and complemented by well-paid, individual entitlements to parenting leave. Using examples from the Anglosphere and beyond, and in a context of converging crises, the book argues that transformation of thinking, policies and structures is desirable and doable.
