Book excerpt: In light of the discrepancy between Britain's and France's postcolonial security roles in Africa, which seemed already determined half a decade after independence, this book studies the making of the postcolonial security relationship during the transfer of power and the early years of independence (1958-1966). It focuses on West Africa, and more specificially the newly independent states of Nigeria and Côte d'Ivoire, which rapidly evolved into key players in the postcolonial struggle for Africa. Based on research in fourteen archives in Africa, Europe, and the United States, Postcolonial Security comparatively investigates the establishment of formal defence relations, the disintegration of the Anglo-Nigerian 'special relationship' and the Franco-Ivorian 'neo-colonial collusion', the provision of British and French military assistance to their former colonies and the competition they faced from West Germany and Israel respectively, and the Anglo-American partnership in Nigeria and the Franco-American rivalry in Côte d'Ivoire. It demonstrates that whereas Britain was rapidly and increasingly pushed out of and replaced in the Nigerian security sector by western competitors, France succeeded in retaining its military foothold and pre-eminence in Côte d'Ivoire. Informed by postcolonial approaches, Postcolonial Security argues that while London's Cold War blinkers and Paris's neo-imperial agenda were part of the equation, the postcolonial security relationship was ultimately determined by the Nigerian and Ivorian elites, which in turn responded to their local and regional circumstances against the background of the Cold War in Africa.

Within twenty years, they were replaced by movements for national independence in the majority of French colonies, protectorates, and mandates. In this pathbreaking study of the decolonization era, Adria Lawrence asks why elites in French colonies shifted from demands for egalitarian and democratic reforms to calls for independent statehood, and why mass mobilization for independence emerged where and when it did. Lawrence shows that nationalist discourses became dominant as a consequence of the failure of the reform agenda. Where political rights were granted, colonial subjects opted for further integration and reform. Contrary to conventional accounts, nationalism was not the only or even the primary form of anti-colonialism. Lawrence shows further that mass nationalist protest occurred only when and where French authority was disrupted. Imperial crises were the cause, not the result, of mass protest.

More than a decade into the democratization era, Not Yet Democracy's scrutiny of one third of West African states similarly suggests that, generally, the sub-region most affected by militarism and autocratic rule is emerging from the gripping embrace of authoritarianism extremely slowly indeed. Through a close analysis of an edifying sample of states, this book documents and illustrates how the experiment of abandoning authoritarianism has typically unfolded in West Africa. It singularly contributes theoretically and empirically to the ongoing debate both in academia and in popular circles on the pace, prospects, and dynamics of democratization and de-militarization of political life in the sub-region. The authors highlight the historical continuity both of military interference and elite rivalries over state control discernable in the agonizingly slow and unsettled transformation of West Africa's political landscape. The study is also a critical exposé of how the post-1990s crop of political leaders have (mis)handled the second chance afforded them to grant Africans long-denied basic human, political, and civic rights, which were, after all, the main promise of political independence a generation ago. The book proceeds on the analytical proposition that, against the background of shared praetorianism and military politicization, there is a discernable connection between the singular itineraries West African regimes have followed in their unsteady efforts to overcome a damning history of authoritarianism. The five chapters richly illustrate these intricate connections and their implications for the fortunes of the democratization movement in the sub-region as a whole. Emily Marker maps the horizons of belonging in postwar France as leaders contemplated the inclusion of France's old African empire in the new Europe-in-the-making. European integration intensified longstanding structural contradictions of French colonial rule in Africa: Would Black Africans and Black African Muslims be French? If so, would they then also be European? What would that mean for republican France and united Europe more broadly? Marker examines these questions through the lens of youth, amid a surprising array of youth and education initiatives to stimulate imperial renewal and European integration from the ground up. She explores how education reforms and programs promoting solidarity between French and African youth collided with transnational efforts to make young people in Western Europe feel more European. She connects a particular postwar vision for European unity—which coded Europe as both white and raceless, Christian and secular—to crucial decisions about what should be taught in African classrooms and how many scholarships to provide young Africans to study and train in France. That vision of Europe also informed French responses to African student activism for racial and religious equality, which ultimately turned many young francophone Africans away from France irrevocably. Black France, White Europe shows that the interconnected history of colonial and European youth initiatives is key to explaining why, despite efforts to strengthen ties with its African colonies in the 1940s and 1950s, France became more European during those years.
