Dans une première partie , le livre offre un éclairage sur le concept de culture à l'aide des points de vue philosophique et sociologique. Les analyses juridiques rassemblées dans la seconde partie s'efforcent d'identifier les normes applicables et les balises qui pourraient conduire à une politique de préférence ou d'exception culturelle. Enfin, la troisième partie qui reprend les prises de position de divers acteurs de la vie politique et culturelle élargit le débat, tout en le restituant dans le contexte de la communauté française.
