D'autant que la France est fière d'avoir inventé un nouveau mode d'action publique, la discrimination positive territoriale, instrument ingénieux de gestion de l'ethnicité qui permettrait à la fois d'agir en direction des minorités et de conserver le principe républicain de neutralité de l'État. Cette équation entre territoire et ethnicité, qui fait aujourd'hui l'unanimité, est cependant à interroger. C'est ce que propose de faire cet ouvrage à travers une étude historique et empirique des politiques de la ville, à qui on doit en France la construction des «quartiers sensibles » en catégorie de l'action publique. Il explore plus particulièrement trois champs problématiques : le développement et l'institutionnalisation des pratiques de discrimination positive territoriale, l'arrimage au territoire des politiques d'intégration puis de lutte contre les discriminations, et enfin le soutien public aux organisations dites "communautaires" des migrants et descendants. À partir d'une enquête de terrain conduite dans deux villes de la région parisienne, l'auteure met notamment en évidence le caractère incertain des catégories territoriales, construites au fil des transactions politiques. L'enquête montre comment, dans les interventions publiques, l'ethnicité est souvent contournée, occultée ou instrumentalisée, mise au service de valeurs "légitimes" comme la citoyenneté, la culture, le lien social. Alors qu'il se pose en faire-valoir d'une république soucieuse d'équité et de diversité, le territoire perpétue ainsi de fait un phénomène de déni républicain.
