This construction is carried out primarily through deliberation. Deliberation informs and guides both individual and collective action. To shed light on the concept of deliberation, it is important to consider the rationality of choice; but what type of rationality is this? References to economic reason are at once widespread, crucial and controversial. This book therefore deals with arguments used by individuals based on the notions of preferential choice and rational behavior, and also criticizes them. These arguments are examined in the context of the major themes of public debate that help to construct the contemporary public space: "populism", social insurance, social responsibility and environmental issues. Economic Reason and Political Reason underlines the importance of the pragmatist shift of the 2000s and revisits, through the lens of this new approach, the great utilitarian and Rawlsian normative constructs that dominated normative political economics at the end of the 20th century. Alternative approaches, based on the concept of deliberative democracy, are proposed and discussed.

Book excerpt: Challenging the conventional narrative that the European Union suffers from a "democratic deficit," Athanasios Psygkas argues that EU mandates have enhanced the democratic accountability of national regulatory agencies. This is because EU law has created entry points for stakeholder participation in the operation of national regulators; these avenues for public participation were formerly either not open or not institutionalized to this degree. By focusing on how the EU formally adopted procedural mandates to advance the substantive goal of creating an internal market in electronic communications, Psygkas demonstrates that EU requirements have had significant implications for the nature of administrative governance in the member states. Drawing on theoretical arguments in favor of decentralization traditionally applied to substantive policy-making, this book provides insight into regulatory processes to show how the decentralized EU structure may transform national regulatory authorities into individual loci of experimentation that might in turn develop innovative results. It thus contributes to debates about federalism, governance and public policy, as well as about deliberative and participatory democracy in the United States and Europe. This book informs current understandings of regulatory agency operations and institutional design by drawing on an original dataset of public consultations and interviews with agency officials, industry and consumer group representatives in Paris, Athens, Brussels, and London. This book reviews the concept of the dispositive through various disciplinary perspectives, analyzing in turn its technical, organizational and discursive dimensions. The relations of power and visibility enrich these discussions. Regarding information and communication sciences, three main uses of this concept are presented, on the one hand to illustrate the heuristic scope of issues integrating the dispositive and, on the other hand, to demonstrate its unifying aspect in this disciplinary field.
