Le GECT fournit un cadre juridique à la coopération territoriale (interrégionale, transfrontalière et transnationale), qui reposait jusqu'à présent sur différents instruments. Le règlement (CE) n° 1082/2006 du Parlement européen et du Conseil du 5 juillet 2006 relatif à un groupement européen de coopération territoriale est une réponse européenne aux problèmes identifiés par les partenaires des différents programmes et projets. Il répond également aux pressions des eurorégions transfrontalières actuelles et des structures similaires en faveur d'un instrument juridique capable de fournir une base juridique solide pour la coopération transfrontalière. Cet instrument vise à simplifier l'administration, la collaboration et le contrôle financier de la coopération territoriale en Europe. Le règlement (CE) n° 1082/2006 crée un instrument juridique essentiel pour renforcer la coopération entre collectivités régionales et locales et forme une étape importante vers l'établissement du droit de ces collectivités à coopérer audelà des frontières nationales. Il offre une structure, une stabilité et une sécurité à la coopération territoriale. Ce nouvel instrument de coopération territoriale voit cependant le jour à une époque où la politique de cohésion en général et la coopération territoriale en particulier connaissent des changements d'envergure. Pour la période de programmation 2007-2013, on note un renforcement significatif de la coopération territoriale au sein de la politique de cohésion (par ex. via l'intégration de l'initiative Interreg, un accent plus marqué sur les objectifs de Lisbonne et de Göteborg, etc.).

This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. Finally, a last section debates the future scenarios for this process in Europe.
