Available in PDF, EPUB and Kindle. Book excerpt: This book fills an existing academic literature gap by providing a sound and synthetic analysis on the process of European Territorial Cooperation over the last 30 years. This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. Finally, a last section debates the future scenarios for this process in Europe.

Book excerpt: Despite the non-territorialised strategic goals of the EU 2020 Strategy, the long-term aim of EU Cohesion Policy to promote harmonious development of the European territory – social, economic, and ‘territorial cohesion’ – remains a central goal of achieving a more cohesive EU territory. This book examines the ‘territorial dimension’ of EU Cohesion Policy, specifically assessing territorial impacts at the various spatial levels, engaging theoretically and empirically with the notion and role of the ‘territorial dimension’ within a strongly fragmented EU policymaking process, and examining more generally EU Cohesion Policy, as the main driver of the EU territorial development process. It provides an updated and fresh theoretical discussion on the precise meaning of the ‘territorial dimension’ of policies and the relatively recent EU policy evaluation technique, known as ‘Territorial Impact Assessment’ (TIA). Assessing the history, relevance, efficiency and effectiveness of these procedures, it presents several empirical findings on the implementation of specific territorial-focus and place-based financial instruments, as part of the Territorial Agendas and the EU goal of achieving a more integrated, territorial approach. This text will be of key interest to scholars, students and practitioners of spatial planning and cohesion policy, European sector policies and European spatial planning, and more broadly to European and EU studies/politics, regional economic geography and public policy.

Available in PDF, EPUB and Kindle. Book excerpt: There is a strong international dimension to spatial planning. European integration strengthens interconnections, development and decision-making across national and regional borders. EU policies in areas such as environment, transport, agriculture or regional policy have far-reaching effects on spatial development patterns and planning procedures. Planners in the EU are now routinely engaged in cooperation across national borders to share and devise effective ways of intervening in the way our cities, towns and rural areas develop. In short, the EU has become an important framework for planning practice, research and teaching. Spatial planning in Europe is being ‘Europeanized’, with corresponding changes for the role of planners. Written for students, academics, practitioners and researchers of spatial planning and related disciplines, this book is essential reading for everybody interested in engaging with the European dimension of spatial planning and territorial governance. It explores: spatial development trends and their influence on planning the nature, institutions and actors of the European Union from a planning perspective the history of spatial planning at the transnational scale the planning tools, perspectives, visions and programmes supporting European cooperation on spatial planning the territorial impacts of the Community’s sector policies the outcomes of European spatial planning in practice.

Book excerpt: Seminar paper from the year 2020 in the subject Geography / Earth Science - Miscellaneous, grade: 1.0, Charles University in Prague, language: English, abstract: This essay will focus on the Interreg programme (mainly cross border cooperation) of the European Union and in particular on the following question: How does the programme work and how can regions be supported to move regional development towards cross-border cohesion within Europe? The aim of this work is to highlight the role of cross-border cooperation in regional development. In addition, it will analyze to what extent the Interreg programme has developed and what future opportunities cross-border cooperation might have for regional development within the EU. In the introductory chapter on regional development in the EU, the concept of the region and the role of regional development in the EU are highlighted. Subsequently and in preparation for the main chapter, the regional policy relevant basics of the EU are explained, as well as the European Regional Development Fund, as it finances the Interreg programme. The main part of the work is devoted to the Interreg Programme: First of all, the organisation, financing and objectives of the programme are examined, followed by the development and history of Interreg. Finally, an example of cross-border cooperation, within the framework of Interreg, namely between Germany and Denmark, and an example project "Undine II" which is part of the cooperation.

Available in PDF, EPUB and Kindle. Book excerpt: This book introduces a comprehensive and updated analysis of the role of public policies to promote territorial cohesion processes and trends in a given territory. By being the first book taking a reflective and holistic approach on how public policies can lead to more cohesive and balanced territories, it advances theoretical avenues for academics and showcases current academic research to policymakers and practitioners by focusing on how public policies, being implemented in different territorial scales (urban, local, regional, national, and European), can actively contribute to foster territorial cohesion trends in a given territory. This reflective approach provides an opportunity for thinking about what lessons can be learned from past and ongoing experiences and how they can improve future implementation of public policies more effectively and efficiently toward territorial cohesion, since all existing analyses show that at the national level, no European country has achieved territorial cohesion trends over the past decades. As such, this book acts as a valid and useful policy manual that effectively contributes to inverting current territorial exclusion trends at the national level, by highlighting best policy practices and a comprehensive introduction to contemporary thinking about how public policies can play a decisive role in boosting territorial cohesion processes in a given territory.

Book excerpt: In this second book in a series on European spatial planning, the authors examine territorial cohesion as a successor concept to the European Spatial Development Perspective. Fundamental ideas about Europe and its distinct "model of society" lie behind the concept of territorial cohesion, which can be understood as a goal of spatial equity that tends to favor development-in-place over selective migration to locations of greater opportunity. This approach contrasts with an American social model that views the equity principle behind territorial cohesion to be diametrically opposed to the efficiency principle based on free mobility of labor.

Available in PDF, EPUB and Kindle. Book excerpt: Since its inception, one of the distinguishing features of the project of European integration has been the overcoming of internal borders. This aim has had one of the most remarkable outcomes in the history of cross-border cooperation, resulting in the creation of territorial structures known as Euroregions, with or without legal personality, and with substantial financial support from EU institutions. This distinctive element is characteristic of the models and achievements of cross-border cooperation in Europe and North America. At a time of reflection about the European integration model and its future, it is interesting to investigate the different aspects involved in cross-border cooperation, from a historical perspective projected onto the future. This volume looks at cross-border cooperation from a multiplicity of perspectives, examining its motivations, its actors, its inclusion in the context of international relations, its organizational models, its outcomes and its impact on labour markets, economic development, neighbourhood policies and the creation of new identities. These issues are analysed within a number of different European geographical locations, assessing how far we have come and exploring the road that still lies ahead.

This comprehensive book provides a thorough overview of the issue from a variety of perspectives, analysing regional governance and territorial dynamics in the EU and its member states. Focusing on the implications of the democratisation–regionalisation nexus, it argues that a ‘Europe with the regions’ may promote good governance and ameliorate the democratic deficits of the EU.

Book excerpt: This policy analysis examines geopolitical and sociocultural bordering practices in Europe's cross-border regions and their impact on civil society participation and governance in state peripheries. The normative hope of democratisation and the legitimisation of European politics in European Union border regions are connected with a greater degree of cross-border citizen engagement in Euroregional institutions and politics. Using the example of the European Grouping of Territorial Cooperation, this study analyses and compares four cross-border Euroregional case studies: Tyrol-South Tyrol-Trentino, Galicia-North Portugal, SaarMoselle and the planned German-Polish TransOderana EGTC.
