Así, se pasa de una consagración constitucional de asistencia social a una consagración del derecho irrenunciable a la seguridad social con las evidentes tensiones de implementación y exigibilidad que ello implica.

La revisión que en este trabajo se hace de los fundamentos constitucionales de la seguridad social, dentro de marco del Estado social de derecho, adoptado por Colombia en 1991, debe permitir a estudiosos y profanos en el tema hacer aportes en vía de la incorporación de una cultura de la seguridad social autónoma y desligada de la protección meramente asistencial que por muchos años ha imperado en la sociedad colombiana.
