El proceso ha venido marcado por periodos bien diferenciados. La primera década ha dejado transformaciones intensas, en un contexto de crecimiento económico y de un marco normativo que ha reducido el protagonismo del sector público en favor de agentes privados en los nuevos desarrollos urbanos. En esos años ha crecido la construcción, las tipologías edificatorias se han modificado y la mancha urbana se ha ido extendiendo y en ocasiones alejando de los límites tradicionales de las ciudades, en los diferente niveles del sistema urbano. A partir del año 2008 los efectos de la crisis han dejado un escenario bien diferente, caracterizado por el freno brusco en la edificación y por la parálisis urbana. Ha sido un periodo de recesión en la que se han surgido muchos de los conflictos sociales derivados de las contradicciones de los años del urbanismo expansivo, en el que una parte importante de la población se ha visto afectada por sus efectos. En su acepción más básica un área metropolitana no es sino un área urbana polinuclear que conforma un mercado unitario de residencia y trabajo, que refleja a la vez el aumento de escala del «espacio de vida» colectivo y las diferentes estrategias espaciales de los agentes económicos. La expansión física de los procesos de urbanización, no sólo como prolongación del casco histórico sino también «colonizando» con significativas discontinuidades espaciales, el espacio rural y otros núcleos de población de su entorno, y la evidente superación de los límites administrativos tradicionales, constituyen fenómenos en los que están inmersos en la actualidad más del sesenta por ciento de los habitantes de nuestro país y una proporción aún mayor de sus empleos y actividades económicas. Sin embargo, a pesar de la evidente e innegable dimensión y alcance de esta nueva realidad territorial, su reconocimiento es todavía limitado y se tiene que ir abriendo paso con dificultad tanto en el campo de las políticas públicas como en el de su tratamiento y análisis científico. Y así va sucediendo de una forma quizás lenta, pero también necesariamente imparable. Es necesario abordar, como se hace en una mayoría de países avanzados, el reconocimiento de la ciudad real sobre bases bien fundadas y comunes que sirvan para una correcta definición y delimitación de la misma y, consecuentemente, para recoger, presentar y posteriormente analizar y evaluar su dimensión y funcionamiento. El núcleo básico de autores que presentan aquí sus contribuciones llevan trabajando más de dos décadas en esta materia, y desarrollan una línea de trabajo conjunta que implica numerosas sinergias y potencialidades, entre las que se pueden destacar dos: la voluntad de superar análisis locales y regionales para ofrecer una visión global de los nuevos procesos urbanos y metropolitanos a escala de toda España y, en segundo lugar, la de, partiendo de una definición común de estos espacios, intentar ir aproximándose a su compleja organización y funcionalidad.

While it encourages co-operation, participation and collective construction, at the same time, it has brought about new forms of public demission, oligarchic regimes and less local democracy. The dilemmas accompanying these changes are particularly relevant when observing the cities of Southern Europe, whose socio-cultural specificities very much structure local political and policy materialisations. Bringing together a team of leading scholars from across the social sciences, this volume examines the issues of urban governance in the Southern European context. Illustrated by case studies of several main cities and metropoles on the North Mediterranean coast, it introduces and critically analyses the latest theories and approaches to urban governance. It questions how the 'real' or socio-cultural notion of city seems to have been separated from that of the 'political' city and explores how more integrated socio-political forms might be developed. It looks at current structures, dynamics and cultures of governance in urban development and questions whether they are well adapted to new realities and challenges or whether there are significant imbalances causing limited or fragmented political-administrative visions. By considering both the long Mediterranean history along with the recent but enduring global economic and political developments, this book argues that Southern European cities will have to depend greatly upon its own socio-cultural networks, dynamics and cosmopolitan evolution, making the most of the region's characteristic urban strengths, as trading hubs, with rich hinterlands and large and varied population.

Book excerpt: The last two decades have been marked by intense and accelerated economic, political, and cultural processes that have affected urban spaces. These changes have occurred in different parts of cities (traditional centers, edges, peripheries) and at different levels of the urban system (large and medium-sized cities and in their respective areas of influence). Possibly the clearest expression of the spatial effects on cities can be perceived in their morphological transformations, their territorial dimensions, or in their social problems. Until 2008, urban–territorial processes were a reflection of the logic and inconsistencies of an expansive economic context and of a structural context that favored the development of cities through concurrent processes and actors. As a result, the built land and amount of urbanized and built surfaces increased, together with processes of the expansion and modernization of cities. Since 2008, the expansive economic cycle has ended, and there have been diverse negative consequences. Notably, the construction sector has come to an abrupt halt. Access to credit has also been reduced, and unemployment has increased. The economic recession has caused sociodemographic and socioeconomic issues exemplified by housing vulnerability, with dispossession, evictions, a shortage of social housing, and energy poverty.
