Book excerpt: This comprehensive biography of Eduardo René Chibás (1907–1951) traces the life and times of Cuba’s most popular and charismatic politician during the late 1940s and early 1950s. Chibás, whose admirers included young Fidel Castro, emphasized honesty in Cuban public life and promised to sweep away corrupt politicians during his popular Sunday broadcasts. His ties with supporters, many of whom knew him simply as “Eddy,” were closer and more informal than any previous Cuban politician. During his 1948 presidential campaign, Chibás often hurled himself into the arms of adoring supporters after speeches. Such gestures were met with wonder and disgust by politicians more accustomed to buying votes than winning hearts. His suicide in 1951 dashed the dreams of his followers—who hoped he would deliver an honest government that provided services for the island’s poor and respected Cuba’s progressive 1940 constitution. His death, which was followed seven months hence by a military coup and eight years later by Castro’s revolution, represents one of the great what ifs of Cuban politics. This seminal work explores Chibás’s life in order to explain the nature of Cuban politics from the mid-twentieth century to today.

Mexico City has approved the Cohabitation Law, which grants same-sex couples marital rights identical to those of common-law relationships between men and women. Yet, a gay man was murdered every two days in Latin America in 2005, and Brazil recently led the world in homophobic murders. These facts illustrate the wide disparity in the treatment and rights of lesbian, gay, bisexual, and transgender (LGBT) populations across the region. The Politics of Sexuality in Latin America presents the first English-language reader on LGBT politics in Latin America. Representing a range of contemporary works by scholars, activists, analysts, and politicians, the chapters address LGBT issues in nations from Cuba to Argentina. In their many findings, two main themes emerge: the struggle for LGBT rights has made significant inroads in the first decade of the twenty-first century (though not in every domain or every region); and the advances made were slow in coming compared to other social movements. The articles uncover the many obstacles that LGBT activists face in establishing new laws and breaking down societal barriers. They identify perhaps the greatest roadblock in Latin American culture as an omnipresent system of "heteronormativity," wherein heterosexuality, patriarchalism, gender hierarchies, and economic structures are deeply rooted in nearly every level of society. Along these lines, the texts explore specific impediments, including family dependence, lack of public spaces, job opportunities, religious dictums, personal security, the complicated relationship between leftist political parties and LGBT movements in the region, and the ever-present "closets," which keep LGBT issues out of the public eye. The volume also looks to the future of LGBT activism in Latin America in areas such as globalization, changing demographics, the role of NGOs, and the rise of economic levels and education across societies, which may aid in a greater awareness of LGBT politics and issues. As the editors posit, to be democratic in the truest sense of the word, nations must recognize and address all segments of their populations.

By considering the memories and ideologies of middle-class Argentines who did not get involved in political struggles, he expands thinking about the era to the larger society that activists and direct victims of state terror were part of and claimed to represent. Carassai conducted interviews with 200 people, mostly middle-class non-activists, but also journalists, politicians, scholars, and artists who were politically active during the 1970s. To account for local differences, he interviewed people from three sites: Buenos Aires; Tucumán, a provincial capital rocked by political turbulence; and Correa, a small town which did not experience great upheaval. He showed the middle-class non-activists a documentary featuring images and audio of popular culture and events from the 1970s. In the end Carassai concludes that, during the years of la violencia, members of the middle-class silent majority at times found themselves in agreement with radical sectors as they too opposed military authoritarianism but they never embraced a revolutionary program such as that put forward by the guerrilla groups or the most militant sectors of the labor movement.

Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502.
