Book excerpt: The name “Kurdistan” has a long and curious history but it did not become politicized or contentious until the 20th century, particularly after the breakup of the Ottoman Empire and the emergence of new states that incorporated Kurdistan – understood as the “land of the Kurds” – in their new borders. Today the term has received renewed attention as it no longer just signifies an innocuous geographical term or a nationalist dream; it is the name of the political entity in northern Iraq that has many features of statehood but is not, in fact, a state. The Kurdistan Region of Iraq (KRI) is a curious entity indeed; it looks like a state, it acts like a state, but it is not certified as a state through international recognition. The KRI’s current “state capacity” has been the result of a determined state-building project that began nearly two decades ago, and yet it remains somewhere between state and statelessness. Is it in the process of forging an alternative kind of polity? This question has consumed not only the governments of Iraq, Turkey, Iran and Syria – the four main states who house most of the 30 million Kurds who refer to themselves as “a nation without a state” – but also the wider world. The obvious questions that loom large in the minds of many are: what do the Kurds want? What are they really building in northern Iraq? What would an independent Kurdistan look like? Is independence what Kurds seek? If Iraqi Kurdistan seceded from Iraq, what would this mean for Kurds outside of its borders? What would happen to the rest of Iraq? These are certainly pressing questions and there have been many insightful responses in recent years. However, more interesting is how the Kurdistan Regional Government (KRG) is working to sell its very unique state-building project to the rest of the world in its bid to gain international recognition of and support for its venture. This paper analyses the KRG’s marketing campaign, waged not only through the usual diplomatic (or para-diplomatic) channels, but also via the Internet and through its novel development of what can only be described as “nationalist infomercials.” This performative aspect of state-building (literally acting out the state in an attempt to sell sovereignty) may represent both old and new chapters in the history of nationalist movements, but ones that have not yet been adequately theorized. This paper examines the question of a potential Kurdistan through a new lens of analysis that explores not simply the cold, hard struggle for sovereignty, but the softer “para-diplomatic” performances acting as the creative energies that market these struggles to the international community.

Between 2012 and 2018, the “Mountain of the Kurds” (Kurd Dagh) as the area has been called for centuries, had been one of the quietest regions in a country otherwise torn by civil war. After the outbreak of the Syrian civil war in 2011, the Syrian army withdrew from the region in 2012, enabling the Party of Democratic Union (PYD), the Syrian sister party of Abdullah Öcalan’s outlawed Turkish Kurdistan Workers’ Party (PKK) to first introduce a Kurdish self-administration and then, in 2014, to establish the Canton Afrin as one of the three parts of the heavily Kurdish Democratic Federation of Northern Syria, which is better known under the name Rojava. This self-administration—which had seen multiparty municipal and regionwide elections in the summer and autumn of 2017, which included a far-reaching autonomy for a number of ethnic and religious groups, and which had provided a safe haven for up to 300,000 refugees from other parts of Syria—is now at risk of being annihilated by the Turkish invasion and occupation. Thomas Schmidinger is one of the very few Europeans to have visited the Canton of Afrin. In this book, he gives an account of the history and the present situation of the region. In a number of interviews, he also gives inhabitants of the region from a variety of ethnicities, religions, political orientations, and walks of life the opportunity to speak for themselves. As things stand now, the book might seem to be in danger of becoming an epitaph for the “Mountain of the Kurds,” but as the author writes, “the battle for the Mountain of the Kurds is far from over yet.”

"The vote and the results lack legitimacy and we continue to support a united, federal, democratic and prosperous Iraq." For all of the international community's efforts to support and provide safe haven to refugees as well as religious and ethnic minorities, it is the Kurdish people who have had a particularly difficult situation within this realm. Following skirmishes with the Iraqi government and international condemnation of the move, the Iraqi Kurds are not retracting the independence request at the moment. The Kurds lack a well-defined boundary - by international standards - and broach the lands of Iran, Iraq, Syria, and Turkey. All of these neighboring countries have had a contentious relationship with the Kurdish people. The Kurds have different languages, different religious traditions, and different cultures. And much like the Jewish people and the Palestinians, they seek an independent homeland in which they have the right to self-determination. Due to the difficult political and military situation in the Fertile Crescent region of the Middle East, the Kurds have yet to successfully create their own nation with recognized borders. And it would not be an easy task; while the Kurds of the different countries in this region all collectively refer to themselves as "Kurds," there are many differences among these groups. Admitting that the Kurds deserve an independent state also means a loss in territory for Turkey, Syria, Iran, and Iraq which these countries heavily rely on for economic and strategic military reasons. The United States and its allies' refusal to recognize the Kurdish referendum appears to be based on the fact that the Islamic State of Iraq and Syria (ISIS) is still prominent in the region. They maintain that ISIS and other extremist groups look forward to instances of instability and a call for Kurdish independence would throw Iraq into even more turmoil. The U.K. Ambassador to Iraq stated that "now [was] not the right time" to hold the referendum. This begs the question of whether there ever will be a right time. This is the question that the Kurdish people have asked the international community throughout history. By delving deeper into their ethnic, religious, and political history, it is possible to understand the larger issues of statelessness and the striving for independence. At the same time, the relationships between the Kurds and the ruling regimes of the day have changed and altered the political landscape in the Middle East. The Kurds' relationship with European and American governments also led to a certain expectation that outside support would somehow usher in the creation or at least the support of the Kurdish state, yet that has not come to pass. Assessing the violent treatment of the Kurds by governments opposed to their independence will also illustrate the horrors and struggles of the Kurdish community over the years. Federalism has been used as a tool of conflict resolution in a number of conflict situations around the world. The results of this have been mixed at best, with some countries moving slowly to the paths of peace and recovery, while others have returned to violence. This volume looks at a number of case studies in which federalism and decentralization have been promoted in order to bring opposing groups together and protect the territorial integrity of different countries. Yet, it is demonstrated that this has been incredibly difficult, and often overshadowed by wider concerns on secession, de and re-centralization and geopolitics and geoeconomics. While federalism and decentralization might hold the key to keeping war-torn countries together and bringing hostile groups to the negotiation table, we nevertheless need to rethink under which conditions territorial autonomy can help to transform conflict and when it might contribute to an increase in conflict and violence. Federalism alone, so the key message from all contributions, cannot be enough to bring peace – yet, without territorial solutions to ongoing violence, it is also unlikely that peace will be achieved.
